Special Meeting-September 20, 2006
The special meeting of the Randall City Council was called to order at
David Drown, City Financial Advisor, and Dave Reese of Widseth, Smith & Nolting were present to discuss establishing a policy for reconstruction assessments.
Drown stated that assessments are unpleasant for everyone but with this upcoming project, now is the time to set a precedent. He informed the council that if a project is funded with bond issue, at least 20% of the total cost of the project needs to be assessed.
The council, Drown and Reese discussed at length different cost per foot scenarios and examples of assessments amounts. The council agreed that the initial example of assessing 2/3 of the project cost was too high and that the percentage assessed would need to be lowered. Drown suggested that assessing 1/3 of the project cost would be reasonable in this area.
One example that the council agreed on was to assess $20.00/Ft for street reconstruction, $10.00 for water and $10.00 for sewer replacement equaling a total assessment per foot of $40.00. This would be a standard assessment for all projects throughout the city. There would be sewer and water connection fees in addition to the assessment at the cost of $250.00 for water and $250.00 for sewer on existing services and property owners that request an additional service for future building would have to pay the full price.
A motion was made by Carter to set the fees for the 2006 street assessment costs. Carter then withdrew his motion and made the following:
Motion by Carter 2nd by Venske to have David Drown assemble a schedule of fees for 2006 street assessment costs based on the numbers discussed at this meeting. Carried
The council expressed their concerns about some property owners along CR#104 that own a large amount of frontage and the high assessments that will be placed on this land. Drown informed the council that assessments on undeveloped land can be deferred until the land is sold or the council could set an amount of time the assessment would have to be paid by.
Drown also mentioned that there is a state law allowing elderly or handicapped who are unable to pay their assessments the opportunity to approach the council and the council has the ability to defer the assessments if needed.

The next order of business was to discuss the administrative tickets and Chief Vanden Avond submitted a copy of a new ticket with new fees and a couple violation changes to the council. The new fee would be $75.00 for all fines on the ticket.
Motion by Adamski 2nd by Carter to adopt the updated administrative ticket. Carried
