The regular meeting of the Randall City Council was called to order at 7:00 p.m. with all members present.  The minutes of the Truth in Taxation meeting and the December council meeting were approved as presented.

            Motion by Adamski 2nd by Carter to pay the bills for the month.  Carried

 

            Tom Zak was present to ask if he could have a copy of the ordinance pertaining to the responsibilities of the landowner and the city when there is a problem with the sewer or water lines.  Jerry Peterschick will send him a copy in the mail.  Mayor Riitters informed Tom that if he wishes, he could meet with a couple council members and Jerry Peterschick to try and resolve the sewer line issues.  Mr. Zak also inquired about the quote he submitted to repair the squad car and he was informed that the city had Nelson Auto Body repair the car for a price of $912.74.

 

            The next order of business was to approve the Cigarette and 3.2 Off-Sale Beer licenses for 2008.  Cigarette licenses are for:  Petro Plus, V.F.W. Post 9073, OK Tire & Bait and Gosch's.  The 3.2 off-sale beer license is for Petro Plus.

            Motion by Carter 2nd by Andres to approve the 3.2 off-sale beer and cigarette licenses for 2008.  Carried

 

            The Mayor presented his suggestion for Appointments for 2008, which was to keep them the same except for removing Gary DeZurik from the Civil Defense Committee and Planning & Zoning Committee.  It was discussed whether or not there needs to be a replacement found for Gary DeZurik on the Planning & Zoning and it was decided not to find a replacement.

            Motion by Adamski 2nd by Andres to accept the appointments for 2008.  Carried

 

            Motion by Venske 2nd by Adamksi to enter into the 2008 contract with the Morrison County Humane Society.  Carried

 

            Jerry Peterschick and Dan Thilquist met with Dave Reese of WSN and engineers from Morrison County to discuss the CR#1 &14 project.  They reviewed some preliminary drawings and also were informed that traffic will not be detoured out of town but will be redirected to the crossing by Evan's Implement.  They also discussed the fact that the State of Minnesota will not allow the sewer and water lines to be in a casing together as they are now under the railroad tracks and that they have to be separated.  This will mean that the sewer line would have to be directional bored under the tracks which is a very costly procedure.  Councilman Carter asked why those lines can't be left alone and do we have to change anything by the tracks.  Jerry Peterschick will check to see if there is a possibility the lines can be left alone.  When this project takes place, hopefully this summer, the county is also going to mill off the tar on mainstreet and replace it with new.

 

            There is no more information on the assessments along CR#104, but Jerry Peterschick will have more concrete numbers at the February meeting.

 

            There were no building permits this month.

 

            Jerry Peterschick informed the council that the ceiling tile needs to be replaced in the liquor store and this could be done by city personnel.  He would also like to get a quote from ServiceMaster to come in and clean the walls and carpet in the liquor store.  The council directed Peterschick to get prices for both items and then present them to the liquor board.

 

            Charley Andres attended the Joint Advisory Fire Board meeting on December 17, 2007, and reported that everything seems to be going fine.  Two firemen retired, Wendell Schultz and Pete Wippler, and Brent Perlowski is on leave for one year.  The fire department is advertising for three positions at this time.

            Andres also reported that First Response Team had five active members and there are four more people interested. 

 

            Mayor Riitters stated that the nuisance ordinance needs to be look at closer in regards to long grass and excess property in yards.

 

            Jerry Peterschick and Charley Andres are working on the city budget to bring to the February meeting.

 

            Jerry Adamski asked if there is anything the city can or has to do with the Aspen Ridge Development or do we wait and see what happens up there?  There is also one more layer of tar that needs to be put down.  Jerry Peterschick with contact David Drown and find out if there is anything the city needs or can do.
