Regular Council Meeting Minutes

Guests Present: Joseph from the Morrison County Record; Bill Messerschmidt, resident of Randall.
Call to Order: Mayor Dan Noss called the meeting to order at6:00 PM.
Motioned by Chyba and seconded by Turner to accept the minutes of the regular city council meeting on October 9th, 2024. Motion Carried.
Payment of the Bills as presented was motioned by Chyba and seconded by Turner. Motion carried.
Public Comment: Bill Messerschmidt was present to discuss the purchase of a small, city owned parcel behind his residence. He had questions regarding the purchase and what his options might be. He would like to purchase the parcel, but unsure of the timing of the sale. Options were discussed with council.
Donation Requests/Donations Accepted
Motioned by Turner and seconded by Venske to approve resolution 11132024-2 accepting $1500 from the Randall Cushing Area Lions for the 4th of July Celebration. Pantzke noted that other recent donations include $1,000 from Northland Drilling and $250 from CTC.
Old Business:
MNDot/Hwy 10 project: Work has been completed on the J-Turns and water main project at CR 14. Council discussed the amount of negative feedback from residents regarding the confusion over the CR 14 and Hwy 115 J-Turns and intersections. Pantzke reported receiving negative feedback from residents as well.
Council discussed the splitting of a vacant, city owned lot in the Little Elk Development. Adjoining property owners have expressed an interest in the purchase of parcels that border their properties. The cost for the survey would be roughly $1800. Motioned by Venske and seconded by Chyba to approve the sale of parcels to residents that border each parcel for 12 cents a square foot, for a total of $10,000.00. Motion carried.
Pantzke reached out to a party interested in purchasing commercial city owned property near the clinic. Wright and Turner to meet with interested party to further discuss the possibility of selling.
New Business:
Motioned by Wright and seconded by Chyba to accept the results of the election. Motion carried.
Motioned by Venske and seconded by Turner to approve the final pay app for water tower project. Motion carried.
Motioned by Turner and seconded by Venske to approve Regional Safety Group (RSG) membership for 2024. Motioned carried.
Motioned by Chyba and seconded by Turner to approve resolution 11132024 for VFW Land Transfer. Motion carried.
Special budget meeting was set for December 9th at 9 AM.
Motioned by Turner and seconded by Chyba to accept the bid from Knife River for local road improvements in the Roach Development/Brummer Drive. Motion carried.
Planning and Zoning Permits: Motioned by Turner and seconded by Venske to approve a building permit for Mark Hunter’s Storage Shed at 100 Pineview Drive. Motion carried.
Delinquent Accounts: Council members reviewed delinquent accounts. No comments.
Committee Reports:
Pantzke reported that city workers have been busy with utility projects, and that he has spent time monitoring the crossing installation. Pantzke plans to reach out to MNDOT for additional guidance on the confusion that surrounds the intersections. Pantzke and Moffitt are continuing to work on the budget in preparation for 2025.
Mayor Dan Noss: Reported that he attended the mayor’s meeting with Wright and suggested that someone from City Council or City Hall continue to attend the meetings as valuable information/ideas are shared.
Deputy Mayor Jeff Wright: Reported that Shady’s has started on plumbing and is working on getting the kitchen opened by January 1st.
Clerk Jim Chyba: Nothing
Council Member Carrie Turner: Nothing
Council Member Mary Venske: Congratulated Wright, Turner and Maciej on election results.
