Motioned by Maciej and seconded by Turner to accept the minutes of the May 13th meeting.  Motion carried.

Payment of the Bills as presented was motioned by Chyba and seconded by Maciej.   Motion carried.

Guests Present:  None

Donation Requested/Accepted: Motioned by Maciej and seconded by Turner to adopt resolution 06092026-2 accepting a $540.00 donation from Boone’s Market for the Randall Fire Department.  Motion carried.

Old Business: 

White Oak Drive Paving – Ideal Paving did a nice job on the paving on White Oak Drive.  Council discussed the possibility of marketing the other commercial lots now that the paving is complete. 

SG Knight School Purchase – No changes or updates on the purchase of SGKnight since the last council meeting.

Construction updates:

Gravel has been restored from City Hall to 6^th Street.  An old diesel spill was discovered behind Boone’s Market, delaying progress. Testing is required before disposing of contaminated soil. Morrison County Landfill has agreed to take the dirt – waiting on a lead test to determine where at the landfill to properly dispose of it. Crews are confident that the sewer and water lines in the alley will be replaced within the next few weeks, and then gravel work can begin to rebuild the rest of River Road.    Limited activity on Minnesota Avenue this week due to the weather, and a large funeral at the Catholic Church on Tuesday.  Once pipe installation is complete, the road will be rebuilt using 12 inches of gravel with a fabric underlay before asphalt placement.  Subcut is scheduled to begin on Monday.  Paving is anticipated for early August.  Drain tile was installed in the alley by Bingo Park; Pantzke negotiated terms resulting in cost savings to the city.

New Business:

Motioned by Maciej and seconded by Turner to approve Pay App 2 from C&L Excavating.  Motion carried.

Motioned by Chyba and seconded by Maciej to approve Widseth invoice for the Water/Sewer/Streets project.  Motion carried.

Motioned by Turner and seconded by Chyba to approve Resolution 06102026 authorizing the issuance, sale and delivery of an $859,000 general obligation improvement bond, Series 2026B.  Motion carried.

Motioned by Chyba and seconded by Maciej to approve a malt liquor permit for the Randall Cushing Area Lions for June 27^th.  Motion carried.

Planning and Zoning: Motioned by Maciej and seconded by Turner to approve a building permit for David Witucki at 22950 Dove Road to install a fence.  Motion carried.

Delinquent Accounts:  Council members reviewed delinquent accounts. 

Committee Reports:  Overall, the project is progressing well.  A few complaints have been received regarding traffic control and temporary water issues. Pantzke reported satisfaction with the contractors’ daily meetings and noted that safety remains a priority, with no injuries to date.

Donald Stavish and Bill Venske have been doing an excellent job mowing with minimal direction. Positive feedback continues regarding TextMyGov messages and updates posted on Facebook and the City website.

Patrick is going above and beyond with project duties and other city responsibilities. Keith has been maintaining the water and wastewater systems and assisting with additional tasks as needed.

Mayor Jeff Wright: Absent

Clerk Member Carrie Turner:  Noted that Keith’s assistance to the City of Upsala with water and wastewater should not reduce his hours or interfere with his responsibilities in Randall. Thanked Matt for always looking out for the best interests of the city.

Council Member Jim Chyba:  Expressed pride in completing the project correctly rather than cutting corners. Praised Kim for her excellent communication with the public and responsiveness to questions.

Council Member Jeff Maciej:  Praised the mowing staff for the great job they are doing. Thanked all staff for their work.

Council Member Mary Venske:  Thanked Matt for consistently supporting his employees and “having their back.”
