Call to Order: Mayor Dan Noss called the meeting to order at6:00 PM.
Motioned by Turner and seconded by Chyba to accept the minutes of the regular city council meetings on March 20th, 2024. Motion Carried
Payment of the Bills as presented was motioned by Wright and seconded by Turner. Motion carried.
Public Comment/Requests: None
Guests: Camp Ripley Representative Colonel Tony Fink presented the community impact briefing. Jon Archer of Schlenner and Wenner presented the 2023 financial audit. Audit went well with a clean opinion, and all funds came in close to budget. Results were delayed as a result of PERA not getting needed reports back in a timely manner. It was noted in the audit report that RSB account was underpledged at the end of 2023. The bank corrected this in January 2024. Archer reported that overall the audit went really well with no significant issues.
Donation Requests/Donations Accepted
Motioned by Venske and seconded by Wright to approve a $2,100 donation request from RABG for music in the park. Motion carried. Motioned by Turner and seconded by Ernie to accept $5,000 from the Randall VFW for the Randall Cubs baseball team, $1,000 from the VFW for the food pantry, and $1,000 from a local family for trees in Veteran’s park. Motion carried.
Old Business:
Significant progress is continuing in the Brummer expansion. Water and sewer line installation should be completed soon and they will be working on the streets in the upcoming weeks. Transformers were purchased, and the gas main has been picked up. Electric and gas mains are ready for contractor installation.
New Business:
Motioned by Venske and seconded by Turner to accept a $3,304.71 grant from Morrison County to help fund clean up day. Motion carried.
Local board of appeals meeting Monday, April 22nd at 10:30 am. Venske, Turner and Chyba to attend meeting.
Contract for Mosquito Spraying is up for renewal at a cost of $7,215 a year if a 3 year contract is signed. Motioned by Turner and seconded by Chyba to approve the three year contract. Motion carried.
The city has been approached by a group of individuals that own several local area bars and grills interested in purchasing the liquor store and adding a full kitchen. Council agreed that they would like to meet with the individuals as soon as possible to discuss their proposal.
Pantzke reached out to a street sweeper contractor to get a quote for street sweeping, and will notify the council if a quote comes in.

Committee Reports:
Matt, City Manager: Work is continuing on infrastructure projects. Meeting is set up with Sourcewell on Thursday to discuss the possibility of securing a safety grant for traffic barricades. Also introduced the possibility of getting a large TV for council chambers to make meetings with various contractors/engineers and others easier to display relevant information. Suggested the same for Bingo Park to make pictures and presentations easier to display and to prevent damage to walls from hanging up pictures, poster boards, etc. Tabled for later discussion.
Mayor Dan Noss: Noss thanked the Randall Municipal bartenders for accommodating the morning coffee crew since the café in town closed.
