Call to Order: Regular Council Meeting called to order by Wright at 6:00 pm.

Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt

Guests Present: Major Popp presented the 2026 Camp Ripley Community Impact Briefing.

Motioned by Maciej and seconded by Turner to accept the minutes of the February 11th city council meeting. Motion carried.

Payment of the Bills as presented was motioned by Venske and seconded by Turner. Motion carried.

Donations Accepted
Motioned by Maciej and seconded by Turner to accept $500 from the Randall VFW Auxiliary for city celebration fireworks, and $4,000 from the Randall Cushing Lions meat raffle proceeds for the Randall Fire Department.

Old Business:
Water Treatment Plant: A test run was completed at the water treatment plant to determine if the flocculation process was effective. Unfortunately the new treatment caused the filters to clog after 7,000 gallons of water. A sample of raw water was analyzed by AW Labs and shared with Great Northern Environmental. Pantzke to discuss the results and possible plan of action with them on Thursday, March 12.

New Business:
Motioned by Turner and seconded by Venske to approve the Wastewater Treatment Plan Preliminary financing application. Motion carried.

There was a pre-construction meeting this morning at City Hall with C&L Excavating, several sub-contractors as well as CTC. They are looking at a late April start date, with details to be finalized soon. There is another meeting on March 25th to discuss vegetation and tree removal in right of ways. Adam Surma from Knife River was present at the preconstruction meeting and relayed that people can call Knife River directly for quotes if they would like their driveways tarred during construction. CTC will be on site during construction to help ensure internet/TV/Phones would not be disrupted during construction.

Pantzke is working with Widseth on finalizing the assessment roll. They are looking at abnormalities to ensure that the assessments are consistent and fair for everyone. More information should be ready to further discuss at the April meeting.

Planning and Zoning: Motioned by Maciej and seconded by Venske to approve Mike Dalquists agricultural outbuildings to be classified as storage sheds. Motion carried.

Delinquent Accounts: Council members reviewed delinquent accounts.

Committee Reports: Bingo Park has been painted and acoustic panels have been placed on the walls. Huge thank you to Patrick for the nice job he did completing the project. SG Knight shadowbox was also hung up and Laura Adamek did an excellent job organizing and displaying items from SG Knight in the shadowbox. Council members to consider modifying the overtime/comp-time policy during the construction project – Patrick is expected to have a lot of overtime throughout the summer. Audit report from Schlenner and Wenner will probably be presented at the April meeting.
