Council Members Present:Mayor Dan NossDeputy Mayor Jeff WrightCouncil Member Carrie TurnerClerk James Chyba Council Member Absent: Council Member Mary Venske Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt Guests Present: Joseph from the Morrison County Record; Terry Roach Call to Order: Mayor Dan Noss called the meeting to order at6:04 PM. Motioned by Chyba and seconded by Turner to accept the minutes of the regular city council meetings on August 14th, 2024. Motion Carried. Payment of the Bills as presented was motioned by Wright and seconded by Turner. Motion carried. Guests: Terry Roach was present to request a petition for local road improvements, to have the city pay for paving and then assess the cost back to residents. Roach to acquire bids for paving of 2,000 feet in the Brummer Addition. Motioned by Chyba and seconded by Turner to approve Roach’s petition for local road improvements. Motion carried. Motioned by Turner and seconded by Wright for the approval of a memorandum of understanding for the Brummer Addition Plat. Motion carried. Donation Requests/Donations AcceptedMotioned by Wright and seconded by Turner to approve a donation request by the Randall Area Business Group of $1,750.00 for a downpayment for the Stone Road Band to play on July 5th, 2025. Motion carried. Old Business: Motioned by Wright and seconded by Turner to approve Classic Protective Coatings Application for Payment in the amount of $104,000.00 for work completed up to the time of the application. Motion carried. MNDot/Hwy 10 project: Hwy 115/80th Avenue work will take until approximately September 27th. MNDot will then move to CR14 which will be closed for approximately 2 weeks. Upon completion, the 6th Street crossing will be closed permanently, however sidewalks will be installed at that location for pedestrian traffic. New Business: Motioned by Turner and seconded by Chyba to set a preliminary tax levy at 5% for 2025. Motion carried. Motioned by Chyba and seconded by Turner at approve a one year extension for the Morrison County Sheriff’s Office patrol contract. Motioned carried. Planning and Zoning Permits: Motioned by Chyba and seconded by Turner to approve building permits for Todd Moffitt, Vanessa Pantzke, and Terry Roach. Delinquent Accounts: Council members reviewed delinquent accounts. Pantzke reminded council that the cold weather rule goes into effect October 1st. Committee Reports: Pantzke reported to council that the city is illegible for a $25,000.00 grant through Sourcewell which the city will be applying for with the help of Widseth. Staff has been working on verifying water meter service lines as a result of a Federal Program requiring that service lines do not contain lead. The city is also looking at replacing an overhead power line that is problematic. Finally, primary electric has been installed in the Brummer Addition, and 4 new gas lines should be installed shortly. Mayor Dan Noss: Noss reported that he will be taking down the state flag at Veteran’s Memorial Park due to it being ripped and will be replacing it. Deputy Mayor Jeff Wright: Wright inquired whether the city can pass an ordinance limiting the number of off-sale liquor licenses. Pantzke stated that it was discussed previously with our City Attorney and he advised against it. Clerk Jim Chyba: Chyba brought up the idea of moving the skating rink. He agreed with Pantzke that the horseshoe pit would be a good location and that the Lions Club will likely donate money to complete the project.
