Regular Council Meeting was called to order at 6:00 pm by Mayor Dan Noss.
Council present were Mayor Dan Noss, Deputy Mayor Jeff Wright, Council members Carrie Turner and Mary Venske, and Clerk Jim Chyba.
Motioned by Turner and seconded by Chyba to accept the Minutes of the regular council meeting on December 14, 2022, as presented. Motion Carried
Payment of the bills: Payment of the bills as presented was motioned by Wright and seconded by Turner. Motion carried.
Guest (s): Zach Hacker from MC Record and Dave Reese from Widseth.
Dave Reese was present to update the council on reconstruction plans for the city’s water/wastewater systems. A bonding bill was not approved by MN legislature in 2022, this will delay many projects throughout the state. Eventually a bonding bill will be approved and funding will be available for the projects in Randall. Dave’s suggestion at this point is to consider continuing with preparing the construction plans for the project which will likely cost more than $700,000. Pantzke will check with MN Rural water about interim financing to cover the cost of the plans. Reese will put formal proposal together for the Construction plans.

Old Business:
Motioned by Venske and seconded by Chyba to increase council pay 50.00 per month. Motion Carried.
Motioned by Wright and seconded by Turner to increase special meeting pay by 10.00 per meeting. Motion Carried.
These will both be effective 1/1/2024
New Business:
Motioned by Turner and seconded by Wright to approve the purchase of a 6’ PTO brush cutter from Midwest Machinery at a cost of $2500. Motion Carried.
Motioned by Turner and seconded by Venske to approve the 2023 appointments and designations. Motion Carried.
Motioned by Chyba and Seconded by Turner to approve the contract with Schlenner and Wenner for the 2022 financial audit. Motion Carried.
The Humane society submitted a proposal for stray/unwanted dogs and cats for 2023 at a cost of $2428.00. If approved for 2 years, there would not be a fee in 2024. Proposal died for lack of motion.

Matt: City Manager/Liquor Store
Yearend inventory was done liquor store on Sunday January 2nd. Financial audit and year end reporting for gas and electric will be in the coming weeks.
Council Member Concerns:
Mayor Dan Noss: Dan would like to have a contest to create a new city logo. Prize would $100 and would be donated by Noss.
