Call to Order: Regular Council Meeting called to order by Wright at 6:00 pm.

Motioned by Venske and seconded by Maciej to accept the minutes of the January 14th city council meeting. Motion carried.
Payment of the Bills as presented was motioned by Maciej and seconded by Turner. Motion carried.

Motioned by Venske and seconded by Turner to accept $750 from Randall State Bank and $2500 from the Lions Club for the Independence Day Celebration.
Old Business:
Water Treatment Plant: Minnesota Department of Health completed their review of treatment changes to the Water Treatment Plant. Changes are needed to due to iron levels in the aquafer increasing significantly since the Water Treatment Plant was built. The plan was submitted to the MDH on December 23rd – and a 40 day pilot study was approved and will begin on Friday with assistance from Hawkins Chemical. If desired results are achieved, a formal plan needs to be submitted by Widseth and approved by MDH before a permanent change can be made.
A second potential option would involve using water from Well 2. Water pumped from well 2 contains a small amount of manganese but minimal amounts of iron. This option would require a new raw water line under Highway 10 feeding the water treatment plant. This would require extensive planning and may possibly be cost prohibitive.
New Business:
Motioned by Turner and seconded by Venske to approve the amended 2026 Fee Schedule. Motion carried.
Pantzke spoke with Jason Murray from David Drown Associates regarding a timeline for the interim financing Randall received in 2023. The water, sewer, and streets portion will be rolled into the PFA loan. A draw will be made to cover the interim financing portion of that loan, along with other pre-incurred costs. A new interim financing loan will be needed to cover the WWTP portion of the 2023 loan, along with other construction planning costs associated with the WWTP. Closing needs to be completed by early May to ensure enough time to pay off the 2023 temporary bond.
No planning and zoning permits to approve.
Delinquent Accounts: Council members reviewed delinquent accounts.
Committee Reports: The audit went smoothly thus far with no significant issues or concerns. December/January utility bills were high due to December’s longer billing cycle and cold weather in January. Trimming was completed in various parts of town under utility lines to prevent issues with overgrowth in the future.
