Council Meeting was called to order at 6:00 pm by Mayor Dan Noss.
The Council present were Mayor Dan Noss, Deputy Mayor Jeff Wright, Council members Carrie Turner and Mary Venske and Clerk James Chyba.
Motioned by Turner and seconded by Venske to accept the Minutes of the regular council meeting on July 12, 2023, as presented. Motion Carried
Payment of the bills: Payment of the bills as presented was motioned by Wright and seconded by Turner. Motion carried.

Donation requests: None.
Donations accepted: Motioned by Chyba and seconded by Wright to approve resolution 08092023 accepting $3000 from the Randall Cushing area Lions for the Fourth of July Celebration. Motion Carried.
Motioned by Turner and seconded by Venske to approve resolution 08092023-2 accepting $5000 from the Randall VFW for the Fourth of July Celebration. Motion Carried.
Motioned by Chyba and seconded by Turner to approve resolution 08092023-3 accepting $500 from the Randall VFW for the food pantry. Motion Carried.

8am August 24, 2023, was set as the date and time for a public hearing to discuss vacating a portion of Artic Street.
Motioned by Turner and seconded by Chyba to approve trading in the 2014 and 2017 Simplicity zero turn mowers for two new Ferris ISX 2200 at a cost of $16,400. Payment and delivery will take place in spring of 2024. Motion Carried.
Motioned by Wright and seconded by Venske to approve Rice Lakes Construction Pay app 6 In the amount of $11,662 for flood repairs to the water treatment plant. Motion Carried.
City Council next discussed modifying the public intoxication ordinance to include cannabis. Noss will bring proposals to the September council meeting.
Planning and Zoning Permits:
Brian Price, 113 Maplewood Drive build a 36x48 shop. New home will be constructed in 2024.
Steve Scherping, 210 West 6th street. Remove the old deck and replace it with a 12’x50’ treated deck.
Michelle Hoehn, 617 E MN AVE. Replace wood siding on house and garage with steel.
Whispering Willow estates. Move in a 1985 16x76 mobile home with deck, steps, and ramp. Motioned by Turner and seconded by Venske to approve the permits. Motion Carried.
Committee Reports:
Matt: City Manager/Liquor Store
Liquor store total sales are up, we have seen continued growth on the off-sale side but a little slower on the bar side. City staff will be doing several electrical projects in the coming weeks. Most of the work will be installing underground wire in place of overhead wire. The Morrison County Sheriff contract is up for renewal next month. They are proposing a $7200 annual increase due to increased wages, fuel, and auto expenses. Pantzke asked that they do more patrolling throughout the community rather than stationary observations. Pantzke asked that the council consider eliminating the utility deposits on all homeowner accounts but leave them in place for rental properties beginning in 2024. This will be discussed further later. Preliminary tax levy hearing will be held at 6:00 PM on September 13, 2023.
