Regular Council Meeting Minutes
January 8th. 2025

Council Members Present:

Council Members Absent:  Clerk James Chyba, City Council Member Mary Venske
Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt
Guests Present: Dave Reese, Widseth Engineering
 
Call to Order:  Regular Council Meeting called to order by Noss at 6:0O pm.
 
Council Members Jeff Maciej and Carrie Turner took their oath of office, along with Mayor Jeff Wright.
 
Motioned by Turner and seconded by Maciej to accept the minutes of the regular city council meeting on December 11th, 2024.  Motion carried.
 
Payment of the Bills as presented was motioned by Maciej and seconded by Turner.   Motion carried.
 
Public Comment: No public comment or concern.
 
Donation Requests/Donations Accepted
Motioned by Maciej and seconded by Turner to approve a $500 donation request from Green Prairie Township.  Motion carried.
 
Old Business:  None
 
New Business:
Vacant council seat was discussed by council.  Pantzke reported that he spoke with Joyce Kahl, who is the election account specialist from Morrison County.  Her recommendation was to appoint a new council member to fulfill Jeff Wright’s now vacant seat for the remaining two years of his term.  Jim Chyba has expressed interest in remaining on the board, and he did receive significant public support at the last election.  Brian Zilka was present at the meeting and also expressed interest in filling the seat.  Zilka stated that he had ran for council in the past but has not been elected.  Council discussed both parties and determined that since Chyba did run for city council and has knowledge of the ongoing projects that are occurring in Randall that he would be the best fit for the position. 
 
Motioned by Turner and seconded by Maciej to appoint Jim Chyba to fulfill the remainder of Jeff Wright’s term.  Motion carried.
 
Motioned by Turner and seconded by Maciej to approve the 2025 fee schedule.  Motion carried.
 
Motioned by Maciej and seconded by Turner to approve a cell phone booster for the water plant.  Motion carried.
 
Amendment 3 of the Owner-Engineer agreement was discussed.  Motioned by Maciej and seconded by Turner to approve Amendment 3 of the Owner-Engineer agreement.  Motion carried.
 
Motioned by Maciej and seconded by Turner to approve soliciting bids for the water meter project.  Motion carried.
 
Feasibility report for the water, sewer and street project was discussed.  There will need to be a series of resolutions approved in the upcoming months for the project to keep moving forward.  PFA has moved Randall to List A for eligible projects to be funded, however there has to be a public hearing and notice for potentially assessed property owners before soliciting any bids for the project.  Once a bid amount is determined, PFA will determine how much funding the city will receive.  Motioned by Maciej and seconded by Turner to approve resolution receiving the feasibility report and calling a hearing on improvement.  Motion carried.
 
Substantial completion of the water tower project was discussed.  Certificates of substantial completion have been received.  Warranty and inspection of the water tower will take place in September of 2025.  Prevailing wage issue has been resolved and the contractor has paid their employees appropriately.  No request for payment for the city has been requested as of this date.  Motioned by Turner and seconded by Maciej to submit the certificate of substantial and final completion.  Motion carried.
 
Planning and Zoning Permits: None
 
Delinquent Accounts:  Council members reviewed delinquent accounts.  No comments.
 
Committee Reports:  Pantzke reported the guys have been salting and sanding and trimming trees.  Moffitt and Pantzke have been working on getting easements signed, preparing for the audit and completing year end reports. 
 
Deputy Mayor Jeff Wright:  Thanked Dan Noss for everything he has done for the city during the last 11 years.
 
Council Member Carrie Turner: Turner also wanted to thank Dan for his service to the city.  Also congratulated city staff on being a finalist for the Source Water Protection Award for their comprehensive response plan after the flood to assure safe water for residents. 
 
Council Member Jeff Maciej: Also wanted to thank Dan for his service and mentorship.
