Call to Order: Regular Council Meeting called to order by Wright at 6:00 pm.

Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt

Motioned by Maciej and seconded by Turner to accept the minutes of the September 10^th, 2025 meeting as presented. Motion carried.

Payment of the Bills as presented was motioned by Chyba and seconded by Maciej. Motion carried.

Old Business:

Water Treatment Plant: The iron that was present in the water tower has been cleaned out. Hawkins is sending a representative on-site next week to see how to proceed with appropriate chemicals to get the iron to floctate appropriately. Mark from Widseth to assist Hawkins in this process.

Streets Project: Preconstruction meeting was held on September 26^th. Construction will now start in the spring, which means that all funding will be in the same year which is a positive outcome of the delay. Construction has to be substantially completed October 2026.

New Business:

Motioned by Maciej and seconded by Turner to approve Resolutions 10082025 and 10082025-2 authorizing bond purchase and project loan agreement for the water and sewer projects. Motion carried.

Motioned by Chyba and seconded by Turner to approve liquor license renewals for the VFW, Half Pints and Shady’s for 2026. Motion carried.

Motioned by Maciej and seconded by Turner to approve monthly work sessions from 5:00 to 6:00 prior to the monthly meetings. All employees expected to attend. Motion carried.

Planning and Zoning Permits: Motioned by Chyba and seconded by Turner to approve building permit for Remco, LLC. Motion carried.

Delinquent Accounts: Council members reviewed delinquent accounts.

Committee Reports: SG Knight Legacy Celebration went well – Pantzke thanked all those involved with organizing the celebration. There will be a district garage sale on October 23^rd from 4-7 at the school and remaining items of relevance to SG Knight will be donated to the Morrison County Historical Society. Waldoch Woodworking is going to make a display case for Bingo Park to display SG Knight items as well. Working on developing more detailed employee reports to outline specific duties for City Council to review monthly – reports will contain a lot of data for easy review. Moffitt briefed the council on the new Minnesota Paid Leave Act which goes into effect on January 1st, 2026 and will impact payroll, the budget, and medical and family leave for employees.

Mayor Jeff Wright: No comments or concerns.

Council Member Carrie Turner: Thanked Pantzke for the great job he did MCing the Legacy Celebration. She also asked if Council Members could get the packet by Tuesday afternoon so they have more time to review information. Street light across from City Hall was “flickering”.

Council Member Jim Chyba: Suggested setting up a separate park committee and asking for community groups to get more involved in cleaning up the park – perhaps as a fundraiser? Expressed concerns about Patrick’s work load and fears of burn out.

Council Member Jeff Maciej: Thank you to the school for donating the bike rack.

Council Member Mary Venske: Absent
