Call to Order: Special Council Meeting called to order by Mayor Wright at 4:00 pm.

Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt, Public Works Supervisor Patrick Kalis

Guests Present: Joe Sobania and Mike Hubner

Discussion with Joe Sobania and Mike Hubner regarding water licensing options for the City of Randall. PeopleService was also discussed as a possible option. Dan Thilquist has agreed to continue to carry our wastewater license for the time being.

Joe Sobania works full-time for the City of Little Falls and holds a Class A Water License. His proposal was $750 a month and is willing to oversee water sampling and documentation to be compliant with the Minnesota Dept of Health. He will commit to directing and training a new staff member for 2-3 years until they can obtain appropriate licensing. His full- time job schedule in Little Falls is 7am-3pm, creating some availability during normal working hours.

Mike Hubner has a Class B water license and works for Lakewood Health Systems in the maintenance department. He also consults with Advanced Utility Solutions. He proposes that he become a part-time employee and would also commit to overseeing the required sampling and documentation of the water system, and the training of a new staff member. Mike’s full time schedule is 8am-4pm in Staples.

PeopleService’s quote came back at $2080.00 a month. They do not have anyone on their team locally to provide needed services which drove up the price of their contract.

Motion by Venske, seconded by Maciej, to offer Joe Sobania a consulting arrangement with the City of Randall and designate him as the licensed water system operator at a rate of $750 per month. Motion carried.
