Call to Order: Deputy Mayor Jeff Wright called the meeting to order at6:00 PM
Motioned by Chyba and seconded by Turner to accept the minutes of the regular city council meeting on September 13, 2023.
Payment of the Bills as presented was motioned by Turner and seconded by Venske. Motion carried.

Old Business:
Mosquito Spraying poll was conducted in the utility bills, 63 in favor, 19 not in favor.
New Business: Motioned by Chyba and seconded by Turner to approve the 2024 liquor license renewal for the Randall VFW. Motion Carried.
Motioned by Venske and seconded by Turner to approve the 2024 tobacco license renewal for the Randall Muni and Caseys General Store. Motion Carried.
Council discussed purchasing decorative fall/winter seasonal banners for utility poles. Pantzke will get some options and bring them to the next meeting.
Planning and Zoning Permits:
Brian Price, 113 Maplewood, add a 16x16 addition to his shop and move in a 12x16 storage shed.
Susan Fenske, 507 E MN Ave., Put up a 10x20 carport in her driveway. Motioned by Venske and seconded by Turner to approve the permits. Motion Carried.
Committee Reports:
Matt/City Manager/Liquor Store:
City Staff are working on the preliminary budget for 2024. Pantzke has a meeting with MNDOT regarding the utilities under HWY 10 at the 14 crossing. MNDOT will be reconstructing that intersection in 2024 which may impact the water, sewer, and gas crossings at that location. MNDOT is also reconstructing HWY 115 in 2024, this will require the city to relocate a small portion of the gas main running east from the TBS. We are in the process of getting bids for that project. Pantzke met with Harry Miller regarding his request for sewer service.
The city can directionally drill under County Road 104 to connect his sewer. Once Harry has the sewer line dug up to the road right of way, we will plan for connecting to the sewer main.
