Council Meeting was called to order at 6:00 pm by Mayor Dan Noss.

The Council present were Mayor Dan Noss, Deputy Mayor Jeff Wright, Council members Carrie Turner and Mary Venske and Clerk James Chyba.

Motioned by Turner and seconded by Chyba to accept the Minutes of the regular council meeting on June 14, 2023, as presented. Motion Carried

Payment of the bills: Payment of the bills as presented was motioned by Venske and seconded by Turner. Motion carried.

Guest (s): Don Johnson

Donation requests: Motioned by Wright and seconded by Turner to approve a 2024 donation of $750 to the Initiative Foundation. Motion Carried.

Donations accepted: Motioned by Venske and seconded by Wright to approve resolution 7122023 accepting $2000 from the Randall Cushing area Lions for Fire Department extraction gear. Motion Carried.

Motioned by Turner and seconded by Chyba to approve resolution 7122023-2 accepting $6000 from the Randall VFW for Fire Department extraction gear. Motion Carried.

Old Business: None

 

New Business:

Motioned by Venske and seconded by Turner to adopt the 2023 MN basic book of code which replaces the 2019 version. Motion Carried.

Motioned by Wright and seconded by Venske to approve Rice Lakes Construction Pay app 5 In the amount of $65,216 for flood repairs to the water treatment plant. Motion Carried.

 

Planning and Zoning Permits:

Char Kronbeck, 205 Riverview Court. Move in an 8x10 prefabricated storage shed. Build a new deck on her home.  Motioned by Venske and seconded by Turner to approve the permit. Motion Carried.

Brett Lausen, 250 West 6th street. Replace 10 windows, 5 doors, replace wood siding with vinyl and add roof extensions over house and garage entrances. Motioned by Venske and seconded by Turner to approve the permit. Motion Carried.

Whispering Willow estates.  Move in a 1985 16x76 mobile home with deck, steps, and ramp. Much discussion was had regarding the owner’s failure to complete the removal of vacant trailers as stated in their letter to the planning and zoning committee in October of 2021. They have also not replaced the nonfunctioning water meter that has been out of service since the spring of 2022. The owners were supplied with a new meter in May of 2022 but have struggled to find a plumber to complete the installation. The council also discussed the fact that the trailer was moved in before a permit was approved, permits must be approved before any trailers are moved in. The owners came into city hall and filled out a permit and said they had a mover lined up already and were going to bring the trailer in because it had to be removed from its current location. Motioned by Venske and seconded by Chyba to deny the permit until the following conditions are met; remove all uninhabitable trailers from the park and replace the water meters with the new meter supplied by the city. Motion Carried.

Committee Reports:

Matt: City Manager/Liquor Store 

A developer is interested in submitting a proposal for the Brummer addition property owned by the city of Randall. Jason Murray will be communicating with the developer to ensure the proposal is in the city’s best interest. The city celebration held on July 1st went very well. Lots of positive feedback from those that attended. A couple of requests have been made to lift the requirement to put all the tables and chairs at Bingo Park back in the storage closet following meetings. The council unanimously agreed that we should not change the requirement.

Mayor Dan Noss: 4th celebration was great.

Jim Chyba: Thank you to all the employees for the extra effort on the 4th celebration. They all deserve some type of reward.

Jeff Wright:  None

Carrie Turner: Loved the 4th celebration.

Mary Venske:  Thank you to everyone that helped make the celebration a success.
