Council Meeting was called to order at 6:00 pm by Mayor Dan Noss.
The Council present were Mayor Dan Noss, Deputy Mayor Jeff Wright, Council members Carrie Turner and Mary Venske and Clerk James Chyba.
Motioned by Wright and seconded by Turner to accept the Minutes of the regular council meeting on April 12, 2023, as presented. Motion Carried
Payment of the bills: Payment of the bills as presented was motioned by Turner and seconded by Chyba. Motion carried.
Guest (s): Major Stock from Camp Ripley was present to give the 2023 Camp Ripley impact briefing.
Morrison County Administrator Matt Leblanc was also present to observe the council meeting.
Donations: Motioned by Chyba and seconded by Turner to approve resolution 51022023-2 accepting $5000.00 from the Randall VFW for the Randall Cubs baseball team. Motion Carried.
Motioned by Turner and seconded by Wright to approve resolution 5102023-3 accepting $1000.00 from the Randall Cushing area Lions for the Randall Cubs baseball team. Motion Carried.
Old Business: Tree planting project that was planned in 2022 has been completed,10 8-Foot-tall maple trees were planted along Pacific Avenue. Trees were purchased from Doug Ploof Nursery.
Clean up day was held this past Saturday. 1 ½ loads of garbage was collected, 3200 pounds of tires, approximately 60 appliances and electronics along with a couple tons of scrap iron.
The city has begun receiving reimbursement from HSEM for flood damage. $20480.55 has been received to cover flood-related expenses. Nothing will be submitted for the water treatment plant until the project is completed. The plant was brought back online on May 1st, 2023. The replacement backwash blower and back up generator have not been installed yet but will be soon.
Decorative banners have arrived, city staff will be installing them on utility poles around Randall in the coming weeks.
New Business:
Motioned by Venske and seconded by Turner to approve resolution no. 5102023 authorizing the issuance, sale and delivery of a $835,000 temporary general obligation utility revenue note, series 2023a. Motion Carried.
Motioned by Turner and seconded by Chyba to approve pay app 3 from Rice Lake construction for flood repairs to the Water Treatment Plant in the amount of $61231.00. Motion Carried.
Planning and Zoning Permits:
Annie Adamski, 616 East MN Ave. Convert North facing window to a doorway, build an 8 x 12 deck with a handicap ramp.
Kaitlin Oneil, 130 East 4th street, Build a 12 x 16 deck. Motioned by Turner and seconded by Venske to approve the permits. Motion Carried.
Committee Reports:
Matt: City Manager/Liquor Store
The local board of appeals was held with Turner, Venske and Wright in attendance. 2 email requests were sent into the county, none to the city. The board approved the recommendation of the county to adjust the value of Bill Ginters property. The second request came on the day of the meeting and will be reviewed by the county. Pantzke gave an update on what has caused the recent power outages in the city. Gas inspection will be held on May 15&16. Liquor store business has remained steady. The remodel of Bingo Park has been completed.
