Staff Members Present: City Manager Matt Pantzke, Administrative Assistant Kimberly Moffitt

Guests Present: Dave Reese and Gail Leverson (via Teams)

Call to Order: Special Council Meeting called to order by Wright at 2:30 pm.

Gail Leverson from Widseth was present at the meeting to share PFA funding spreadsheets/documents. Cash flows for clean water vs drinking water were presented to illustrate 10 and 15 year assessment terms. Both options will require the city to utilize enterprise funds in conjunction with a levy/assessments to pay for bonds.

City council had a lengthy discussion about assessment terms. Both the 10 and 15 year terms would have a 6.5% interest rate (approximately). Council unanimously agreed that a 15 year term would be the best option – offering residents the opportunity to pay it off early without penalty should they choose to do so.

Pantzke took the opportunity to also brief council on high levels of iron in Well 3. As a result, Well 3 was taken off-line until adjustments can be made to insure appropriate removal of iron from the system.
