Guests Present: Dave Reese, Widseth Engineering; Jon Archer, Schlenner and Wenner
Call to Order: Regular Council Meeting called to order by Wright at 6:10 pm.
Motioned by Maciej and seconded by Turner to accept the minutes of the regular city council meeting on February 12th, 2025. Motion carried.
Payment of the Bills as presented was motioned by Turner and seconded by Maciej. Motion carried.

New Business:
Jon Archer gave his 2024 audit presentation. Archer reported an unmodified (clean) opinion and that the audit went smoothly. There was nothing unusual noted in terms of recorded transactions or accounting policies, and no instances of non-compliance.
Motioned by Turner and seconded by Maciej and accept the 2024 audit results. Motion carried.
Per Dave Reese a new amendment is needed for the upcoming infrastructure project. Amendment 4 authorizes engineering work on the water, streets and sewer project and outlines the scope of work to be carried out by Widseth.
Motioned by Maciej and seconded by Turner to approve Amendment 4 to Owner-Engineer Agreement. Motion carried.
Funding was discussed for the upcoming water meter project. Project was awarded to Winwater using Mueller water meters, and funding the project through MRWA could help with future funding needs. Motioned by Maciej and seconded by Turner to submit a loan application for MRWA to fund the water meter project. Motion carried.
TextmyGov was discussed as an alternative to social media for sending out notifications to the public. TextmyGov allows push notifications to be sent to Randall residents to alert them of relevant issues occurring in the city. It is a three year contract - $1750.00 for the first year and $1500.00 for the following two years. Maciej and Turner agreed that with the upcoming projects it would be a good resource, and it could be re-evaluated after the three year contract. Motioned by Maciej and seconded by Turner to approve the contract with TextmyGov for three years. Motion carried.
Environmental Advantage submitted two options for the purchase of commercial property located on White Oak Drive to be submitted to the council. Option A was a $20,000.00 cash offer, while Option B was $25,000.00 with half down and the remaining balance to be paid off in two installments within one year of purchase. The council agreed that Option B is their preferred option. Pantzke to relay preference to potential buyer.
Planning and Zoning Permits: None
Delinquent Accounts: Council members reviewed delinquent accounts. Maciej asked if Pantzke was still pursuing payments for delinquent accounts despite the cold weather rule. Pantzke reported that he has been.
Committee Reports: Pantzke reported that a pump failed at the WasteWater Treatment Plant during the cold snap in February, and a replacement was ordered and received. There was an RPZ (reduced pressure zone) Valve leak that is also being repaired, and that there were a couple of water leaks in town that the guys have been working on repairing. Rural water has been contacted for one leak and they will assist in repairing if not able to repair it ourselves. Pantzke also reported receiving the final payment from Shady’s and that those proceeds will be converted to CD’s. The interest earned from those CD’s will go into the general fund. Pantzke thanked Moffitt for the nice job she did working with the accountants during the audit.
