Truth in Taxation Meeting – 6:30p.m.
Meeting was called to order at 6:30 p.m. with all members present.
There was no public present.
Motion by Andres 2nd by Carter to set the 2013 Tax Levy at $135,000.00, no increase from 2012. Carried
Motion by Carter 2nd by Adamski to adjourn the meeting at 6:40p.m. Carried
Regular meeting
The regular meeting of the Randall City Council was called to order at 7:00 p.m. with all members present.
The minutes of the November 21st, November 30th and December 13th meetings were approved as presented.
Motion by Andres 2nd by Carter to pay the bills for the month. Carried
Fire Department Update: Fire Chief John Krueser was present to update the council on the fire department/first response. He stated that everything is going well. The department has had 96 calls to date. Gold Cross donated one of their old ambulances to our 1st response team. Applications are being accepted for 4 or 5 new firefighters. The retirement fund is doing well and the retirement amount was able to be increased last September. The council has heard many positive comments about the 1st Response team/fire department. They are doing a great job and John was asked to pass that message on to the department.
Community Services Motion by Adamski 2nd by Andres to approve the annual donation of $4,000.00 to Little Falls Community services. Carried
Step Program Motion by Carter 2nd by Andres to approve the revised wage step program. Carried
Liquor Inventory Liquor/beer inventory has been set for January 2, 2013 at 6pm. There will only need to be two councilmembers present to oversee the process. Jerry Carter and Rick Turner will attend.
Planning & Zoning There were no permits this month. The planning and zoning did receive a complaint about a residence in the city. The city manager will have the police chief discuss this matter with the homeowner.
Delinquent utility accounts were reviewed and there were no shut offs this month.
New Natural Gas Line The Greater MN Gas Company will be installing a new line out towards the Swanville area. They would like to tap into the pipeline at our Town Border Station (TBS). They have a couple options that were presented to the city at a meeting earlier this month with the city manager, Wendell Schultz and 2 councilmembers. The city has no issue with the Greater MN Gas Co. tapping into our line. The options are: for them to purchase our TBS for an estimated figure of $50,000.00 or to lease the TBS from us for an estimated figure of $7,500.00 per year.
It was the general feeling of the council that the city remain the owner of the TBS and consider the leasing option. The Greater MN Gas Company is invited to present a proposal to the city.
Garbage/recycling rates: Motion by Andres 2nd by Carter to increase the residential garbage and recycling rates by $1.00 per month to assist with the administrative fees. Carried
Motion by Andres 2nd by Adamski to approve the 2013 city budget. Carried
The city manager will contact a resident regarding the way they are building a skating rink in their yard and the fact that the water is running across the street and freezing.
The city is going to re-visit its emergency procedures for natural gas leaks and when the fire department should be called to assist. The fire chief will be invited to be part of the process.
