A special meeting was called to order at 7 p.m. after the public hearing. The purpose of the special meeting is to decide to go forward with the Improvement 2014-01, Superior Avenue between West 6th Street and 1st Street by milling and inlay, Resolution 2014-01.
Motion made by Turner and seconded by Noss to proceed with Resolution 2014-01, Superior Avenue between West 6th Street and 1st Street by milling and inlay,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Randall, Minnesota:

Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report.

Such improvement is hereby ordered as proposed in the council resolution 2014-01, adopted 25th day of June, 2014.

Such improvement has no relationship to the comprehensive municipal plan.

David Reese, with Widseth Smith Nolting & Associates Inc., is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.

The city council declares its official intent to reimburse itself for a portion of the costs of the improvement by special assessment and in accordance with its current assessment policy.
All five, mayor included voted in favor, motion carried.
Mayor opened discussion from Special meeting from the June 3rd. He wanted to know if ideas or thoughts have changed for upcoming retirement of City Manager. Noss still feels a full-time would be in the best interest of the city and the liquor store, but could see opportunity to hire part time in other positions. Andres still liked the possibility to going to a part-time City Manager & full-time Liquor Store Manager. Adamski agrees to the option that Andres discussed and to separate the position of Liquor Store and City. Turner agrees with same options as Andres and Adamski. Jerry was approached by a director of the Minnesota Municipal Beverage Association and they can provide information on job descriptions. The council would like to know more and will meet again at 9 a.m. July 10, 2014.
