Meeting was called to order at 7:00 p.m. with all members present, except Council member Rick Turner.
Regularly scheduled meeting July 16, 2014, Special Meeting August 13, 2014 and August 14, 2014 were approved as presented.
Motioned by Andres and seconded by Adamski to approve the payment of the bills after Crosby & Sons Acct#50 is revised to snowplowing not communication expense. Carried
Donation Received: Motioned by Noss and seconded by Andres to accept donations from Randall – Cushing Little Elk Lions for $150 and from Randall – Cushing Area Lions for $715 to BINGO Park Landscaping. Carried
Guests: Ezra Spandl with Eagle Scouts Troup 38 present to ask city council permission to do a project. The project would not require any donation. He would like to fix half of the horseshoe pit in BINGO Park. With Jerry suggestion, the half that is closest to the pavilion would be the best way to improve the park.
Motioned by Mayor Riitters and seconded by Adamski to fix the horseshoe pits closest to the pavilion. Carried
Old Business: BINGO Park landscaping located in front entry is completed.
New Business:
Dave Reese was present to review the Superior Ave bid. Tri-City was the only bid received to the city. He explained the options for the city that would need to be done with proper timing. The first option was to wait and rebid for next spring giving the city more of an opportunity to receive multiple bids or second option would be go forward with current bid. Rebidding for spring 2015 work may allow for additional consideration to improve other streets in the city as well.
Motion by Mayor Riitters and seconded by Andres to reject the current bid. Carried
Motion by Adamski and seconded by Andres to renew Minnesota Power Distribution and Maintenance Service Agreement. Carried
Motion by Noss and seconded by Adamski to approve city administrator / manager advertisement for the Morrison County Record for August 24 & August 31 publications. Carried
Motion by Andres and seconded by Adamski to name Mike Hubner as wellhead protection manager for City of Randall. Carried
Planning & Zoning permits: None
Liquor Store Update: Liquor store off sale register –software update complete. Informed council it’s been recommended we update POS computer to Windows 7.
Water and Sewer: Nothing to report.
Maintenance Department: Mower needed repair but just needed a fuel pump.
Police Department Report: Nothing to report.
Council Member’s concerns:
Adamski: Concerned for repair for sections of road by Petro, it is Petro’s responsibility
Dan: Trash bins for the Disc Golf Course are full, city to clean up? Yes, part of City’s responsibilities
Charley: The power outage last week, who responsibility, MN Power or City? Jerry will find out
Mayor: Need to maybe set a Special Meeting for the review of applicants for September. All agreed
Special Meeting set for September 10, 2014 at 9:00 a.m. at the Fire Hall meeting room.
