Oath of Office: Bob Riitters officially sworn into the position of Mayor of Randall by city manager Matt Pantzke at 6:00 p.m. prior to Public Hearing.

 

Regularly scheduled city council meeting was called to order at 7:10 p.m. by Mayor Riitters, council members Dan Noss, Gerald Adamski and Rick Turner present.

 

Regularly scheduled council meeting minutes, January 21, 2015, were accepted as presented.

 

Motioned by Adamski and seconded by Turner to approve the payment of the bills as presented. Carried

 

Public Comment & Concern: Business owner at 249 White Oak Drive, Roger Pietron was wondering if the city would consider putting up a street light at the north end White Oak Drive between Clinic and his property. City manager will look into this, cost, setup and power availability. Tabled discussion

 

Guest Speaker(s): David Reese, Widseth Smith Nolting & Assoc., Inc. was present to explain the steps needed for the assessment of both Improvements 2014-02 and 2014-03. Jon Archer and Mary Backlund, Schlenner & Wenner Co. were present to give the 2014 annual audit report. Donna Lundgren and Mike Drew, 4th of July Committee, were present to discuss the 2015 4th of July plans. Jim Chyba, resident of Randall, was present to discuss an opportunity to the city.

 

Donations:  Motioned by Noss and seconded by Turner to accept the Initiative Foundation donation of $750.00 for Vision Randall grant. Carried

 

Old Business:

Matt, Larry Edgerton, Kevin Keeton, and Wendell Schultz met at the elementary school to look at the area in need of a sidewalk.  After reviewing, the best option would be to create a sidewalk off the corner of East Minnesota Ave and East 6th Street. By installing the sidewalk diagonally it would go to the existing opening to the side fence. This will change the 20-25 feet estimated length to about 40 feet.

 

City received a thank you from the Initiative Foundation for making the donation of $750.00 made for 2015 Endowment.

 

New Business:

Motioned by Noss and seconded by Turner to accept the ordering improvement, preparation of plans, approving plans and ordering advertisement for bids of Resolution Improvement No. 2014-02. Noss, Turner, Riitters and Adamski voted yes.

 

Motioned by Adamski and seconded by Turner to accept the ordering improvement, preparation of plans, approving plans and ordering advertisement for bids of Resolution Improvement No. 2014-03. Noss, Turner, Riitters and Adamski voted yes.

 

Motioned by Turner and seconded by Adamski to accept the 2014 State Audit and financial report as prepared by Schlenner & Wenner Co. Carried

 

Motioned by Bob and seconded by Noss to block the alley of River Road for purpose of the 4th of July street dance and celebration starting at about 7 p.m. on July 3, 2015. Carried

 

Motioned by Noss and seconded by Turner to extend the hours to 1 a.m. July 4, 2015 for purpose of the Live Entertainment. Carried

 

Motioned by Noss and seconded by Bob to make a donation of $4,500.00 to the 4th of July Committee for the annual fireworks display, this year on July 3, 2015. Carried

 

Jim Chyba, resident at 101 E 5th Street, has property he would like to donate to the City of Randall Lot 003 Block 008 of CITY OF RANDALL Plat No. 43001 and Lot 004 Block 008 of CITY OF RANDALL Plat No. 43001. Jim stated to city council that this property would be better used for the city than him.

 

Motioned by Turner and seconded by Adamski to accept the property from Jim Chyba as a donation to the city. Carried

 

Motioned by Adamski and seconded by Noss to accept the 2015 Appointments with current changes. Carried

 

The tentative dates for City Wide Garage Sale will be May 7th, 8th and 9th with the Treasure Day on Saturday May 9th as well. The tentative dates for Cleanup Day will be Saturday, May 16, 2015.  

 

Planning & Zoning permits: None

              

Committee Reports:

City Manager/Liquor Store – hired Elizabeth Fenske as the new part time bartender. February 13, 2015

 

Maintenance Report – Wendell: nothing to report.                            Water and Sewer – Mike:  nothing to report.

 

Police Department – Coffee with Police Department will be February 26, 2015 at Kim’s on Pacific, 9:30 a.m.

 

Chief Strack was present to explain the Joint Powers Agreement, Law Enforcement Mutual Assistance that needs to be updated. This is the agreement between Morrison County and the City of Randall that says they are available to help and assist with Randall Police Department when needed.

 

Motioned by Turner and seconded by Noss to update the Joint Powers Agreement, Law Enforcement Mutual Assistance. Carried

 

Council Member’s concerns:

Rick – There are three lots that belong to Horizon Health in the city and Rick was asked if the city would like to purchase these. Council members think this would be a good purchase and would like Rick to get the asking price and when they would like to do this.

Jerry A. – nothing to report

Dan – What does the city think about the drone devices that may be invading the privacy of residents and would the city make a city policy or ordinance not to allow the flight of these devices in city limits?
