Council meeting was called to order at 7:00 p.m.  All council members present.

Regularly scheduled council meeting minutes of October 21, 2015 were accepted as present.

Motioned by Andres and seconded by Turner to approve the payment of the bills as presented. Carried

 

Donations:  Motioned by Turner and seconded by Noss accept a donation from the R/C Lions of $650.00 for the purposes of Holly Day events. Carried

Guest: Susan Roberts and Kim Schultz were present from the Randall Area Business Group to ask the city council for a donation for Randall Holly Day event December 3, 2015.

Motioned by Andres and seconded by Adamski to donate $1,300.00 for the purpose of advertising and promoting the event for Randall. Carried

Old Business: We received the grant from the Minnesota Department of Health, $6,841.68. All of the well project work is complete for the time being. The next step will be in March 2016. No other old business at this time.

New Business: Motioned by Noss and seconded by Andres to approve the following licenses for 2016: On-sale and Sunday liquor license for the Randall VFW Post 9073; 3.2 off-sale beer license for Petro Plus; and cigarette licenses for Gosch’s Store, Petro Plus and OK Tire & Bait; and 3.2 on-sale beer and wine on-sale license for Roger Pietron, Alaskan Fish. Carried

 

Special meeting set for Wednesday December 9, 2015 at 9 a.m. at Randall Fire Hall meeting room to discuss the 2016 budget, wages and raises.

 

Truth in Taxation hearing will be 6:30 p.m. Wednesday December 16, 2015 prior to regular council meeting at 7:00 p.m.

 

Planning & Zoning permits: Nothing at this time.

Committee Reports: City Manager/Liquor Store – Matt: We need to approve to stay open New Year’s Eve until 1 a.m.

Motioned by Adamski and seconded by Turner to approve the Randall Liquor Store to stay open New Year’s Eve until 1 a.m. Carried

Maintenance Supervisor – Wendell has been getting ready for the winter season.

 

Police Department Report – Chief Strack was present to update the council. First, there were a few residents that had moved to Randall that had not had a formal lease agreement with the owner and are now moved out. Chief Strack asked city council to consider adopting a city code or ordinance of an unruly house or disorderly house and home owners will be notified and a citation can be given. There have been a lot of burglaries in the surrounding areas. He also informed the council that a new Taser is needed. The current one that was purchased about ten years ago has stopped working about two weeks ago.

 

Motioned by Turner and seconded by Andres to spend no more than $1,000.00 for purchasing a new Taser. Carried

 

Water and Sewer – New pump for the lift station is ordered but will not be delivered until after the New Year.

Council Member concerns:

Charley – No concerns to report.               Jerry – No concerns to report.                    Rick - No concerns to report.

Dan – will not be here December 12 to December 19, 2015.
