Council meeting was called to order at 7:00 p.m. All council members present.
Regularly scheduled council meeting minutes of April 15, 2015 were accepted as present.
Motioned by Turner and seconded by Noss to approve the payment of the bills as presented. Carried
Guest(s): Morrison County Commissioner, Kevin Maurer, present at council to explain to city council the wheelage tax in Morrison County and the upcoming bridge project just south of Pillager.
Donations: Motioned by Andres and seconded by Turner to accept $800 donation on behalf of the Randall Area Business Group for use of city signs and accept $400 from R/C Lions for Pavilion repair. Carried
Old Business: April 17, 2015 11:30 a.m. at the Fire Hall Local Board of Appeal and Equalization, Councilmen Noss and Andres, Mayor Riitters and City Manager Matt Pantzke were present with Glen Erickson, Morrison Co. Assessor, Dale Beierman and Jean Popp, no appeals heard.
Eagle's View Landscaping will complete the flower garden before 4th of July, weather permitting.
New Business: Gary Gannon and Cathy Adamek will plant flowers and with the help of city staff get them delivered to area businesses.
Motioned by Turner and seconded by Noss to approve flower pot project total expense not to exceed $500 that would include flowers, soil and replacement pots if needed. Carried
Planning & Zoning permits: Motioned by Andres and seconded by Noss to approve the following permits #1: Brian Noe 14x20 Storage Shed, This structure must be painted one color by June 15, 2015 and if he moves from rented property he must take down the structure. #2: Steve Scherping Adding an Addition to garage of 24’x 32’ #3: Corey Dezurik Remove a 3’fence and add a 5’ fence in its place and must add at least one gate to gain access to the back yard. #4: William Nutz to install a 6’tall wooden privacy fence to the south side of house, and put a 4’x5’garden shed next to the garden. #5: DeVerne Holmes to add a handicap ramp to deck of the house, this was approved by phone calls to the planning and zoning. Carried
Committee Reports:
City Manager/Liquor Store – Matt: After speaking with the city attorney Peter Vogel, the city council could either survey all the property along Superior Ave or accept the results of Mr. Hoheisel’s survey, owner of Randall Carwash & Laundry Mat, which will not impact any other property owners.
Motioned by Noss and seconded by Andres that the city accept the land survey and will vacate the right of way through a quit claim deed. Carried
Wayne Liljegren gave the city a quote of $2,250.00 for a sprinkler system for BINGO Park. This project would be complete by mid-June.
Motioned by Turner and seconded by Andres to hire Wayne Liljegren for installing the sprinkler system BINGO Park for $2,250.00. Carried
Dan Travica, MN Power, met with Matt and discussed pole inspection services. According to Dan, the City of Randall electrical system was rebuilt in early 1990’s. The city has not had a formal inspection since then. The company that works with MN Power will charge the city approximately $3,600.00 for an inspection of all the city electrical poles and do a visual inspection of all the equipment mounted to the poles. If approved, this inspection would take place in October 2015.
Motioned by Turner and seconded by Andres to work with MN Power and complete an inspection with the approximate cost of $3,600.00. Carried
Dave Reese, Widseth Smith Nolting & Assoc., In, has informed Matt that the Council will need approval to request to be put on the, IUP, Intended Use Plan.
Motioned by Andres and seconded by Adamski to have Widseth Smith Nolting prepare and send in this submittal to have the City’s proposed water system improvements project placed on the 2016 Intended Use Plan. Carried
We will be getting a bid to do mud-jacking on some of the sidewalks in early June.
Maintenance Supervisor Report – Wendell, no concerns.
Water and Sewer – Mike, no concerns.
Police Department Report – Chuck: Nothing to report.
Council Member concerns:
Charley – No concerns to report.
Dan – He wanted to know the status of the school sidewalk project. Matt informed him the school will not have funding for the gate until July 2015.
Rick – No concerns to report.
Jerry – He wanted to know how Randall Clean-up Day went. Matt informed him that it went good. There were a lot of appliances and old monitors, tires and scrap metal. He also wanted to know if all street lights are being updated to LED lights. Matt informed him that yes, but if the old bulbs or fixture components could be used as a replacement, they were doing that first.
