Oath of Office: Charlie Andres officially sworn into the position of council member of Randall by city manager Matt Pantzke prior to regular council meeting.

Council meeting was called to order at 7:00 p.m.  All council members present.

Regularly scheduled council meeting minutes of March 18, 2015 were accepted as present.

Motioned by Adamski and seconded by Turner to approve the payment of the bills as presented. Carried

 

Guest(s):  Lori and Denny Mueller present at council to ask city council permission to move forward with the Vision Randall Quality of Life Disc Golf design for a Flower Garden in BINGO Park. Camp Ripley Communications Officer Scott Bjerke was present to update the council on upcoming events for May to October 2015 for trainings, prescribed burns and new involvements for the surrounding communities as well as at Camp Ripley.

Motioned by Noss and seconded by Andres to approve the proceeding for a flower garden in BINGO Park by the Vision Randall group. Carried

Donations:  The Randall Cushing Area Lions donated $1,500 for ten (10) picnic tables. The Big Lake Sportsman’s Club in Cushing constructed the picnic tables. The total cost will be $1,750.

Motioned by Andres and seconded by Turner to donate the balance of $250 towards the new picnic tables. Carried

Old Business: April 17, 2015 11:30 a.m. at the Fire Hall Local Board of Appeal and Equalization, three members of council needs to be present for this meeting. Noss, Mayor Riitters, Andres and Turner will be present.

New Business: The council needs to approve an engineer for the design and construction of the well project. We placed a Request for Qualification in the Morrison Co. Record. Widseth Smith Nolting & Assoc. Inc. is the only firm that showed interest in the project.

Motioned by Turner and seconded by Andres to approve Widseth Smith Nolting & Assoc. Inc. as the engineer for the well project. Carried

Planning & Zoning permits: Motioned by Adamski and seconded by Turner to accept the following permits as approved by the Planning and Zoning committee: #1 John Scheerle, replace garage shingles with steel roof; #2 Marv Hoheisel to put storage shed in the south west corner of property, with further discussion on this was to be sure of the city setbacks of the road right away; App: #3 Dan Noss to install a chain link fence on his property around 3 sides. Carried

Committee Reports:

City Manager/Liquor Store – Matt: There about 6 major sidewalks that need attention for repair through-out Randall. There is a company that can grind the sidewalks so they are less of a trip hazard. He will look more into the costs and determine the best repair options. He has been asked by a few residents about the city’s policy for culverts. The council members stated that the city policy is to supply 26 feet of culvert for new construction. The homeowner is responsible for their driveway construction and any future maintenance.

Maintenance Supervisor Report – Wendell was present and no concerns.

Water and Sewer – Mike has just recently finished his Class D Wastewater certification. At the time of Mike’s hiring it was agreed that after obtaining water wastewater licenses he would receive a step increase. Mike now has three (3) certifications. They are Bio land Solids, Drinking Water and Class D wastewater.

Motioned by Andres and seconded by Turner to increase Mike’s salary from Step 2 to Step 3. Carried

Dan Thilquist attended awards conference 3/25/15 for Minnesota Pollution Control Agency and received award for city of Randall on being in compliance for the 19th time since 1992.

Police Department Report – Chuck: Nothing to report.

Council Member concerns:

Charley – wanted to know what the status of a sprinkler system from last year was at. Matt will be making contact with a few companies to get an estimate.

Dan – On behalf of the VFW he is asking permission to close off a section of the roads or parking lots to have the Car Show for July 4th. The event will be from 9am to 1pm. The parking area discussed is the parking across the street in front of the VFW going towards Bermel’s Shoe Store closest to the BNSF railroad.

Motioned by Noss and seconded by Andres to close off a section of parking across the street in front of the VFW going towards Bermel’s Shoe Store closest to the BNSF railroad from 7am to 1pm for the Car Show for July 4th. Carried

He also wanted to make mention that he attended the Joint Fire Advisory Meeting and they will be reviewing applications for a new fire chief, as Chief Kreuser has accepted a new position.

Rick – wanted to know when the mosquito spraying will start again. It will be May 19, 26 June 2, 9, 16, 23, 30 July 7, 14, 21, 28 and August 4, 11, 18, 25.

Motioned by Turner and seconded by Noss to purchase the Horizon Health Lots Parcel ID: 430322041, 430322042, 430322043 and 430322044 for a total of $20,655 plus any closing fees. Carried

Jerry – No concerns to report.
