Council meeting was called to order at 7:00 p.m. All council members present; except council member Turner.
Regularly scheduled council meeting minutes of July 15, 2015 were accepted as present.
Motioned by Adamski and seconded by Andres to approve the payment of the bills as presented. Carried
Donations: None at this time
Guest: Dave Reese and Brian Ross were present with Widseth Smith Nolting & Assoc. Inc. Dave was present to consult with for the approval of the road improvements.
Brian Ross, from the environmental department, was present to explain the results from the test well. The main concern is the area tested showed high levels of manganese and the GPM, gallons per minute, was lower than desired. They concluded that before we continue, a four inch bore will be drilled in a different area of the same property to see if the aquifer is better.
Old Business: The Railway Authority, MDOT, city staff and council met in Randall on 8/10/15 to discuss the qualifications to become a quiet zone. There are many improvements to be made for each crossing and Matt will be in contact with Railroad Authority to keep track of what needs to happen and cost involved.
Utility rates Effective July 2015 billing for electric, water, sewer and solid waste.
New Business: Motioned by Noss and seconded by Adamski to approve Resolution Adopting Assessment for No. 2014-03 East 4th Street. Carried with one exception Property of Robert Helmerick
His concern was the timing of the road improvement and the road repair that he had done due to a result of his sewer line replacement. Why would he pay for road repair from 2013 if the city planned to do this improvement in 2015? The council decided that due to the timing of the owners repair and the decision to complete the improvements were two different years. The owner will have to pay both the prior taring job in 2013 and the current 2015 road assessments.
Motioned by Andres and seconded by Adamski to approve Resolution Adopting Assessment No. 2014-02 for Superior Avenue. Carried
Planning & Zoning permits: Motioned by Andres and seconded by Adamski to approve the following building permits; 1. Robert Bellin; Install windows screen and a roof over existing deck. 2. Brandon Torkelson; change roofing material from shingles to colored steel on home 3. Jessica Nutz; install lattice fence around pool in backyard. 4. Matthew Harberts; Install a 6 foot tall privacy fence in backyard. Fence must have a gate and follow all city setbacks. Carried
Motioned by Andres and seconded by Adamski to deny the following permit 5. Harry Miller Move in a 20 x 30 home onto a new basement with a 28 x 68 addition 36 feet of which being living space and 32 feet being a garage. Carried due to Harry Miller not being the property owner
Committee Reports:
City Manager/Liquor Store – Matt: talked to Dean Shilling about purchasing a used safe for $350.00. He will take the two old safes to cover delivery and setup costs. Matt asked the council to consider purchasing a truck with a snowplow and dump bed. City staff has looked around and found that there are used trucks available from $15,000 to $20,000. Council agreed that it would be a good purchase and if one becomes available to contact them with details. Matt also noted that many city streets are in need of crack filling. City staff feels it would be best to hire a contractor to do the work. Staff will look at the streets in need of and worth repairing in 2016.
Maintenance Supervisor Report – Wendell, no concerns. Water and Sewer – Mike, no concerns.
Police Department Report – Chuck: Randall did receive radar sign. City will need to get this insured. The sign will be posted to existed signs throughout the city.
Council Member concerns:
Charley – No concerns to report.
Dan – wanted to thank city staff for getting the school sidewalk completed. Question, is a license required to sell ice cream from ice truck in Randall, no.
Jerry – wanted to congratulate the Randall Cubs for a great season of baseball.
