Meeting was called to order at 7:00 p.m. Dan Noss, Gerald Adamski and Rick Turner present.

 

Oath of Office: Dan Noss and Gerald Adamski were both officially sworn into the position of city council members of Randall by city manager Matt Pantzke.

 

Regularly scheduled council meeting minutes, December 17, 2014, were accepted as presented.

 

Motioned by Turner and seconded by Noss to approve the payment of the bills as presented. Carried

 

Guest Speaker(s): Fire Chief John Kreuser and Fireman Scott Hughson.  They wanted to make the council aware that a SAM Account is required to apply for any federal grants that are available to the fire department or other city needs. The fire department paid for the 2015 annual fee of $600. They asked the city to pay the 2016 fee and going forward pay 50% of the annual fee.

 

Motioned by Noss and seconded by Turner that the city pay the 2016 fee and going forward pay 50% of the annual fee to have the SAM Account for applying for federal grants available to fire department or to the city needs. Carried

 

Old Business:

On January 5, 2015 closing of city’s two bonds, 2007B and 2009A were completed. Payoff date for 2007B bond will be March 1, 2015. The 2009A bond will be paid off March 2016.

 

New Business:

Motioned by Turner and seconded by Noss to approve a donation of $750.00 made for 2015 Endowment for the Initiative Foundation.

              

In order to proceed with the public hearings, four council members are required to be present. Due to the absence of Riitters and Andres, the hearings are rescheduled for February 18, 2015 at 6:00 p.m. for Improvement 2014-02 and 6:30 p.m. for Improvement 2014-03. Following the public hearings will be the regularly scheduled council meeting at 7:00 p.m.

 

Matt met with Larry Edgerton, elementary principal of Dr. SG Knight Elementary school to discuss the addition of a sidewalk. He asked if the city would pay all cost related to the installation of a sidewalk that would run with the existing sidewalk on 6th Street and run north on Minnesota into the fence on the basketball court. Larry said if this is approved, he will ask the school board for covering the cost of the fencing. Matt informed council the total footage involved is about 20-25 feet.

 

Motioned by Rick and seconded by Adamski to cover all cost related to the installation of a sidewalk that would run with the existing sidewalk on 6th Street and run north on Minnesota into the fence on the basketball court. Carried

 

Planning & Zoning permits: None

              

Committee Reports:

City Manager/Liquor Store – posted a bartending position in the Morrison Co. Record.

 

Maintenance Report – Wendell: cleaning and cutting trees at the river after daily work is complete.

 

Water and Sewer – Mike:  Mike was present to explain the Wellhead Protection plan. This program is a requirement by the Minnesota Department of Health. Council will need to approve phase 1 of this plan to move forward with completing the necessary reports required by the MDH. There also needs to be a committee for the Wellhead Protection plan that consists of Dan Thilquist, Matt Pantzke and council member. Adamski offered to sit on this committee.

 

Motioned by Turner and seconded by Noss to approve phase 1 of the Wellhead Protection plan for the City of Randall. Carried

 

Council Member’s concerns:

Rick – make sure all fees for Mike’s training will be okay, yes.

Jerry A. – nothing to report

Dan expressed concern from other residents about Chief Strack’s schedule and if possibility of more opportunity for him to work days, Matt will contact him. Was it okayed to putting up Yellow Ribbon City signs for Randall streets, council minutes need to be checked.

 

Meeting adjourned at 8:13 p.m. Next scheduled meeting will be at 6:00 p.m. public hearing for Improvement 2014-02, Superior Avenue between West 6th Street and 1st Street and at 6:30 p.m. public hearing for Improvement 2014-03, East 4th Street between Pacific Avenue and East Minnesota Avenue and regularly scheduled council meeting at 7:00 p.m. February 18, 2015 at Randall Fire Hall.
