                The regular meeting of the Randall city council was called to order at 7:00 p.m. with all members present.

                The minutes of the October 17th and November 15 meetings were approved as presented.

                Motion by Carter 2nd by Turner to approve the bills for the month.  Carried

 

                Police Computer: The Police Chief presented a quote from Business Machines Plus for a new computer/monitor/software and handheld dictation device.  The old computer would be put in city hall for the Dan and Wendell to use when needed.

                Motion by Andres 2nd by Adamski to approve the quote, including the dictation device, for a price not to exceed $2300.00.  Carried

 

                Vision Randall-Quality of Life-9-hole Disc Golf Course request:  Denny & Lori Mueller, Jerry Carter, Rick Turner and Dan and Sandy Noss were present to introduce the task forces newest project and ask permission to use the area in Bingo park where the ice skating rink is.  The 9-hole Disc Golf Course would be virtually maintenance free and all baskets would be removed for the winter to allow for the ice rink to be utilized.  The price of the project is between $5500 - $7000 and the Quality of Life task force plan to fund raise to help with the cost.

Motion by Andres 2nd by Adamski to grant permission to Vision Randall’s Quality of Life task force to utilize the requested park land for a 9-hole disc golf course.  Carried

 

                A special meeting will be held on November 30th from 9am-noon to further discuss the 2013 budget, wages, step program, police benefits, personnel handbook and any other items necessary.

 

2013 Beer, Liquor & Cigarette licenses.  Motion by Carter 2nd by Turner to approve the On-sale and Sunday Liquor license for the Randall VFW Post 9073, 3.2 off-sale beer license for Petro Plus and cigarette licenses for Gosch’s Store, Petro Plus and OK Tire & Bait for calendar year 2013.  Carried

 

Liquor Store holiday hours adjustments  Motion by Andres 2nd by Turner to close the liquor store , both on and off sale at 5pm on Christmas Eve and keep the on-sale open until 1am on January 1st for the New Year’s Eve party.  Carried

 

Building Permits  - 1 permit submitted this month

                Lenny Walderon – siding on existing two-story out building

Motion by Adamski 2nd by Turner to approve the permit.  Carried

 

Election Results

Election day began with 310 registered voters in the City of Randall.  There were 61 new registrants.

322 total voters that day

Mayor Bob Riitters – 255 votes

Councilman Rick Turner – 231 votes

Councilman Jerry Carter – 194 votes

Motion by Andres 2nd by Carter to accept the election results.  Carried

 

Liquor Store

The compressor for the keg cooler went down on Monday.  A new one has been ordered and will be installed on Friday, November 23rd.

Bonding

Motion by Andres 2nd by Carter to pass RESOLUTION 2012-5, RESOLUTION PROVIDING FOR THE ISSUANCE, SALE AND DELIVERY OF A $377,000 NATURAL GAS AND ELECTRIC REVENUE REFUNDING NOTE, SERIES 2012A.  Carried

               

Motion by Carter 2nd by Turner to pass RESOLUTION 2012-6, PROVIDING FOR THE ISSUANCE, SALE AND DELIVERY OF A $418,000 GENERAL OBLIGATION REFUNDING N0TE, SERIES 2013A; ESTABLISHING THE TERMS AND CONDITIONS THEREFOR; CREATING A DEBT SERVICE ACCOUNT THEREFOR; AND AWARDING THE SALE THEREOF.  Carried

 

Natural Gas winter prices

The city has locked in half of its natural gas usage last year at a price to the customer of .72/ccf for this winter.

 

Riverbank erosion issue

Jerry Peterschick inspected the riverbank on the city land in the Little Elk Development and does not feel there is a problem at this time.

 

It was decided to invite Chris Magee to a future meeting for an update on the Randall Fire Relief.
