October 15, 2014
Meeting was called to order at 7:00 p.m. with all council members present except Mayor Riitters.
Regularly scheduled meeting September 17, 2014 were approved as presented.
Motioned by Adamski and seconded by Turner to approve the payment of the bills as presented. Carried
Guest Speaker: Julie Zupko, Insurance Agent for the City of Randall, came to inform council of the liability the city has for hosting special events and what procedures need to be updated if the city were to sponsor special events.
New Business:
Motioned by Noss and seconded by Adamski to accept the Resolution Ordering Preparation of Report on Improvement 2015-01, the Superior Avenue improvement. Carried with 4/5 vote, Turner, Noss, Adamski & Andres for improvement. Mayor Riitters not present to vote.
Motioned by Noss and seconded by Turner to accept the Resolution Ordering Preparation of Report on Improvement 2015-02, the East 4th Street improvement. Carried with 4/5 vote, Turner, Noss, Adamski & Andres for improvement. Mayor Riitters not present to vote.
Motioned by Noss and seconded by Adamski to accept the Proposal for Professional Services for both improvements by Widseth, Smith & Nolting. Carried
Motioned by Adamski and seconded by Turner to approve David Drown as the Municipal Financial Advisor for the City of Randall. Carried
Winter block of natural gas was purchased, based on 75% of last year usage for the months of November 2013 to March 2014 at a rate of $0.78 per unit. The remaining 25% will be purchased at market value as needed.
Planning & Zoning permits: Motion by Adamski and seconded by Noss to accept a permit for Charles Madden to put up a garden shed 12x12 wood base in his back yard. Carried
Liquor Store: Update for the POS for off-sale is almost completed. City was able to purchase a Windows 7 computer for $235.00.
Water and Sewer: Mike was present to update council of the last certification for Type 4 Bio-Solids License.
Maintenance Department: Wendell has been busy with fall cleanup.
Police Department Report: Nothing to report.
Council Member’s concerns:
Adamski: Short power surges, most likely coming from outside of Randall
Dan: Street light at Eagle Drive and Riverview have been going off after dark. Charley: Nothing to report.
Rick: At the Planning & Zoning meeting Monday night, Mike Drew discussed the problem with dogs at his neighbor’s place dropping feces from another neighbor. Jerry will talk to Chuck about talking to the neighbors. A Big Thank You to Jerry Peterschick for his 20 years of service to the City of Randall. Rick will also be out next council meeting.
Next regularly scheduled council meeting will be November 19, 2014 at Randall Fire Hall.
