Council meeting was called to order at 7:00 p.m. All council members present.

Regularly scheduled council meeting minutes of May 20, 2015 were accepted as present.

Motioned by Andres and seconded by Adamski to approve the payment of the bills as presented. Carried

Donations: Motioned by Andres and seconded by Noss to accept $750 donation from the Randall Cushing Area Lions for future use. Carried

Old Business: Flower pot project complete

Sprinkler system installation is complete. The city staff will do final cleanup of any rocks, add dirt if needed and seed.

New Business: Motioned by Noss and seconded by Adamski to accept Widseth Smith Nolting & Assoc. proposal for the test well with estimated fees of $2,500 and lab estimates of $1,300 from. Carried

Test well is scheduled for 6/23/2015, with Widseth Smith Nolting & Assoc. Minnesota Department of Health and Northland Drilling present.

August 19, 2015 before regularly scheduled meeting, assessment hearings will start at 6pm and 6:30pm for East 4th Street and Superior Avenue.

City needs to set assessment rates and length for road project. Prior projects have been assessed at an interest rate of 6% for a duration of 10 years.

Motioned by Turner and seconded by Noss to set assessment rates and length for 6% for 10 years for both East 4th Street and Superior Avenue. Carried

Planning & Zoning permits: Motioned by Andres and seconded by Adamski to approve one building permit for Howard Kazeck, take down 24’ x 8’ screened in porch and replace with 24’ x 12’ four season porch. Also repair a 24’ x 8’ open deck. Carried

Committee Reports:

City Manager/Liquor Store – Matt: There needs to be a motion to require a vault for city cemetery for city burial.

Motioned by Noss and seconded by Andres to require all burials at the city cemetery to have a vault. Carried

Attorney Peter Vogel has drafted the closing documents for the Horizon Health lots. Closing on the property will take place at Vogels office in the weeks to come.

The city had to do some excavation on a ditch in Riverview court. Over time sediment from runoff had accumulated in the ditch bottom restricting water flow. Two loads of material were removed by Crosby & Son . City staff will seed grass to return the area to its original condition .

Maintenance Supervisor Report – Wendell, no concerns.

Water and Sewer – Mike, no concerns.

Police Department Report – Chuck: Nothing to report.

Council Member concerns:

Charley – No concerns to report.

Dan – No concerns to report.

Rick – wanted to know if there was a double booking at BINGO Park on June 13, 2015. He received a complaint that a group showed up and used the pavilion attached to BINGO Park building for at graduation party. The second party had not contacted the city about using the park facility. A partial refund was issued to party that had a reservation.

Jerry – wanted to know about Rep. Ron Kresha finding money for roads projects. City staff will contact Kreshas office and find out if funds are available. Jerry also asked if the council feels there is ample Police presence within the city, asked if the council would be in favor of hiring a second part time officer. The council feels that one part time officer is ample at this time.
