Truth in Taxation and Regular Meeting December 18, 2013

Truth in Taxation Meeting – 6:30p.m.

Meeting was called to order at 6:30 p.m. with all members present.

 

The council discussed the increase from $135,000 to $140,400. Council took a short recess because there was no public present.

 

At 6:45 p.m. meeting resumed and council decided as mentioned to increased and pass this Tax Levy at the regularly scheduled meeting.

 

Truth in Taxation meeting adjourned at 6:57 p.m.

 

Regular meeting

Meeting was called to order at 7:00 p.m. with all members present.

 

November regularly scheduled council meeting minutes, November 20, 2013 and special meeting on November 26, 2013, were approved as presented.

 

No questions of specific bills

 

Motioned by Turner and seconded by Adamski to approve the payment of the bills. Carried

 

Donations: Motioned by Andres and seconded by Turner to accept a $2,000.00 donation from the VFW, on behalf of the 4th of July Committee, carried.

 

Old Business: Council discussed having Mosquito Control for the city and Jerry will call Clark, the mosquito control company, out of Clearwater, MN, to get an estimate for the city cost.

 

New Business:

Motioned by Andres and seconded by Turner to set the 2014 Tax Levy at $140,400.00, an increase from $135,000.00 in 2013. Carried

 

Motioned by Andres and seconded by Noss to approve 2014 Budget as presented. Carried

 

Motioned by Noss and seconded by Turner to approve the Community Service Request for $4,000 for 2014. Carried

 

Motioned by Turner and seconded by Andres to issue On-sale and Sunday Liquor license for the Randall VFW Post 9073, 3.2 off-sale beer license for Petro Plus and cigarette licenses for Gosch’s Store, Petro Plus and OK Tire & Bait for calendar year 2014. Carried

 

Motioned by Noss and seconded by Andres to accept an annual Site Gambling Lease agreement with the Randall Cushing Area Lions. Carried

 

Received $4,829 Dividend Refund from LMC for property & casualty insurance

 

Liquor Store Update:

Motioned by Andres and seconded by Turner to keep the Randall Liquor Store on-sale open until 1a.m. on January 1, 2014 for the New Year’s Eve party.  Carried

 

Water and Sewer: Pumps are in but will not be able to be installed until it’s warmer.

 

Maintenance Department: Wendell has been keeping up with plowing and snow removal.

 

Police Department Report: Ray’s Auto Body will be installing the K-9 cage for the squad car.

 

Council Member’s concerns:

Mayor: Recent purchase of the property, Outlot A – Aspen Ridge, parcel #43.0346.000, that the Vision Randall Economic Development committee will be able to get resources when the time comes to develop. Appointments for 2014 will be updated and in January to meet with city employees.

 

Charley: - nothing at this time

 

Jerry A.: Is the 4th of July Committee still planning on December 30, 2013 for the drawing for the calendar fund-raiser? Yes

 

Rick: What is the status of the Great Minnesota Gas Lease payment? Is this to start 1/1/2014? Jerry Peterschick will contact them.

 

Dan: If the council decides to do the Superior Avenue project, it will be put out on bids and the company hired will be approved by council.
