Council meeting was called to order at 7:00 p.m. All council members present.
Regularly scheduled council meeting minutes of June 17, 2015 were accepted as present.
Motioned by Turner and seconded by Adamski to approve the payment of the bills as presented. Carried
Donations: Motioned by Turner and seconded by Noss to approve the 2016 endowment of $750.00 for Initiative Foundation. Carried
Motioned by Andres and seconded by Noss to accept $1,000 donation from the Randall Cushing Area Lions for future BINGO Park use. Carried
The total to date is $1750 unused donation.
Old Business: On 6/23/2015 a test hole was drilled up in the Brummer Addition for a possible future well location. The official test results are not back yet.
On Monday July 13, 2015, Matt, Dan and Charlie met at city hall with two representatives of BNSF. BNSF will not be creating another railroad track within the city of Randall. The construction will be just north of the city limits to Lincoln. Another concern that was discussed was the possibility of Randall becoming a quiet zone. The Railway Authority can advise Randall on meeting the qualifications to become a quiet zone. Matt will contact the Railway Authority.
New Business: Motioned by Adamski and seconded by Noss to approve Resolution Declaring Cost to be assessed, and Ordering Preparation of Proposed Assessment for No. 2014-02 for Superior Avenue and approve Resolution for Hearing on Proposed Assessment for No. 2014-02 for Superior Avenue. Carried
Motioned by Turner and seconded by Andres to approve Resolution Declaring Cost to be assessed, and Ordering Preparation of Proposed Assessment for No. 2014-03 East 4th Street and approve Resolution for Hearing on Proposed Assessment for No. 2014-03 East 4th Street. Carried
August 19, 2015 before regularly scheduled meeting, assessment hearings will start at 6pm and 6:30pm for East 4th Street and Superior Avenue.

Motioned by Noss and seconded by Adamski to approve the proposed utility rates Effective July 2015 billing for electric, water, sewer and solid waste. Carried
Planning & Zoning permits: Motioned by Turner and seconded by Adamski to approve the following building permits; 1#Chris Cluever for a 4’ tall chain link fence in back yard; 2#Jared Dolney for a fence in back yard part chain link and part wood on area adjoining neighbors fence. Carried
Committee Reports:
City Manager/Liquor Store – Matt: The walk-in cooler compressor was moved to the garage behind the liquor store. Keep in mind of Wendell and his retirement plans coming up in 2017.
Maintenance Supervisor Report – Wendell, no concerns.
Water and Sewer – Mike, no concerns.
Police Department Report – Chuck: Randall will be getting our own radar sign.
Council Member concerns:
Charley – No concerns to report.
Dan – wanted to inform the rest of the council and city staff that if there are boys at any of the surrounding cemeteries it’s because they are performing a service project by cleaning up the grave stones for the area scout troop.
Rick – No concerns to report.
Jerry – wanted to bring the topic of adding a part time police officer. Would it be worth considering?
Bob – wants to look at the utility deposit rates and review them.
