September 17, 2014

Meeting was called to order at 7:00 p.m. with all members present. Public present was Howard Kazeck, Matt Pantzke and Tina Snell.

 

Regularly scheduled meeting August 20, 2014, Special Meeting September 10, 2014 and September 15, 2014 were approved as presented.

 

Motioned by Andres and seconded by Adamski to approve the payment of the bills as presented. Carried

 

Old Business:

Ezra Spandl with Eagle Scouts Troup 38 completed updates to the horseshoe pits on September 13, 2014.

 

Motion by Turner and seconded by Andres to set a preliminary tax levy increase from 2014 of $140,400 to $148,000 for 2015. Carried

 

Motion by Noss and seconded by Turner to set the Final Tax Levy for December 17, 2014 at 6:30 p.m. Carried

 

New Business:

Council will consider a sprinkler system at BINGO Park after getting some estimates.

 

Motioned by Noss and seconded by Turner that the City of Randall adopt the 2014 Edition of the Minnesota Basic Code of Ordinances and keep a printed copy of the book for $400. Carried

 

Motion made by Noss and seconded by Turner to offer position of City Administrator / Manager to Matt Pantzke. Carried

 

Motion by Adamski and seconded by Noss to accept Matt Pantzke’s offer as City Administrator / Manager for Randall at Step 6 and benefits. Carried

 

Welcome Matt! Matt will start October 20, 2014.

 

Planning & Zoning permits: Motion by Adamski and seconded by Andres to accept a permit for John Lorimer to replace the roof on his house 18x60 with steel, which will need to be colored. Carried

 

Liquor Store: Motion by Andres and seconded by Noss to update the POS computer tower from Windows XP to Windows 7 spending $300 or less. Carried

Water and Sewer:  Nothing to report.

Maintenance Department: Nothing to report.

Police Department Report: Nothing to report.

 

Council Member’s concerns:

Adamski: Short power surges, most likely coming from outside of Randall

Dan: Water / Sewer drain over by OK Tire, water issues every year.              Charley: Nothing to report.

Rick: With water issues this year, resident wanted to know about making 4th Street coverts and ditches deeper when city looks at redoing the roads.

Mayor: Inform council that the next meeting he will not be attending due to prior appointments.
