Special Hearing for Improvement No. 2014-03 was called to order at 6:00 p.m. All council members present; except council member Turner. Also present were Linda Andres    at 110 4TH ST E, Alice Plumski at 120 4TH ST E, Marilyn Mueller at 114 4TH ST E, Robert Helmerick at 130 4TH ST E and Dave Reese with Widseth Smith Nolting & Assoc. Inc.

Mayor Riitters opened the hearing and gave Dave the floor to explain the Improvement 2014-03 Assessment.

Only one concern, property of Robert Helmerick, in 2013 his property had repairs including resurfacing part of East 4th Street. He paid for these repair to the city. Now because of the road improvement completed by the city, does he still have to pay the assessment? More discussion will take place at the council meeting before the approval is accepted.

Mayor Riitters opened the hearing and gave Dave the floor to explain the Improvement 2014-02 Assessment.
