Superior Avenue Improvement 2014-02
The public hearing was called to order at 6:00 p.m. by Mayor Riitters with council members Noss, Turner and Adamski present. Two residents present Julie DeZurik, 210 Superior Avenue and Dennis Kurowski, 126 Superior Avenue.
David Reese, with Widseth Smith Nolting & Associates Inc., presented the Improvement 2014-02, Superior Avenue between West 6th Street and 1st Street by milling and inlay. The total estimated cost of the improvement of $65,400. The estimated amount assessed is at 24% or 15,972. Based on the City’s current assessment policy, residents will pay 50% of their total assessable frontage times $24.20 per foot. So if the assessable frontage of a resident’s property is 100-foot wide lot abutting Superior Avenue: 100’ x $24.20ft x 50% = $1,210. A total estimated assessable frontage is 1,320 feet; therefore the total amount estimated is the $15,972. The city’s cost is the estimated balance $49,428.

Are there future plans for other streets close to Superior Avenue? Yes, after determination of need is done with the rest of the city streets.

East 4th Street Improvement 2014-03
The public hearing was called to order at 6:30 p.m. by Mayor Riitters with council members Noss, Turner and Adamski present. Annie Sharon & Linda Andres, 110 E 4th Street; Robert Helmerick, 130 E 4th Street; Tom Ulferts, 101 E 4th Street; William Johnson, 111 E 4th Street; Alice Plumski, 120 E 4th Street; Loren Strom, 126 E 4th Street; Roland Mammenga/Randall V.F.W., 401 Pacific Avenue; Steven and Valerie Jones, 131 E 4th Street; Tom Jacobson, 125 E 4th Street; and LaDonna Erickson, 109 E 4th Street.
David Reese, with Widseth Smith Nolting & Associates Inc., presented the Improvement 2014-03, East 4th Street between Pacific Avenue and East Minnesota Avenue by pavement removal, base preparation and by milling and inlay. The total estimated cost of the improvement of $71,600. The estimated amount assessed is at 57% or 40,934. Based on the City’s current assessment policy, residents will pay 50% of their total assessable frontage times $24.20 per foot. So if the assessable frontage of a resident’s property is 100-foot wide lot abutting East 4th Street: 100’ x $24.20ft x 50% = $1,210. A total estimated assessable frontage is 3,833 feet; therefore the total amount estimated is the $40,934. The city’s cost is the estimated balance $30,666.

What is going to happen with excess runoff water on East 4th Street at the Randall State Bank and VFW intersection? The project repair for East 4th Street should re-route the excess runoff water to the river.

How is this project going to affect the already existing sanitary sewer system? The city will be doing and underground repair that will not affect the project.

Will the culvert be replaced and lowered on East 4th Street? Yes, it will be replaced before the project starts.
