Meeting was called to order at 7:00 p.m. with all members present except Andres.
The minutes of the council meeting on February 17, 2016 were approved as presented.
Motioned by Noss and seconded by Turner to approve the payment of the bills as presented. Carried
Donations Received: Motioned by Turner and seconded by Noss to approve a donation request of $500.00 to the Darling/Green Prairie Park for 2016. Carried
Guests: Jon Archer, CPA, Senior Manager, Schlenner Wenner & Co. was present to give the 2015 annual audit for the City of Randall. Council members were presented the 2015 State Audit and financial report and accepted it.
Public Comment & Concern: Residents of Randall, Tammy and Brian Steffen, Katie Jacobson and Trisha Zimmerman present to express their concerns for changing a city ordinance to allow having chickens within city limits. The current ordinance states residents within city limits cannot have chickens unless they own 10 or more acres of land. The council will have to look at the various changes this will make to existing ordinance and how it will affect planning and zoning permits.
Old Business: Matt gave an update on The Social Host Ordinance. The League of MN Cities said many cities with in Minnesota have adopted this ordinance. After discussion the council members agreed to have Matt talk to City Attorney, Peter Vogel, Rosenmeier Law Office for their interpretation of the ordinance. This will be tabled until council member Andres is present.
Local Board of Appeals Friday April 15, 2016 at 10 am fire hall meeting room. Council members Andres, Mayor Riitters and Adamski will be present.
New Business: Received a request for information about the City of Randall’s sign ordinance, specifically the size and height allowances for wall and ground signs, the number of directional signs permitted, and the regulations regarding temporary signs. Mayor Riitters seems to think there were existing sign ordinances. Matt will look into this further.
2016 City Clean-Up Day will be Saturday May 14, 2016 8 a.m. to 10 a.m. Information will start going out in the utility bills for March and April.
Planning & Zoning permits: Motioned by Adamski and seconded by Noss to approve permits as approved by Planning and Zoning: #1 Tom Jacobson: To have a 12x28 pre built storage shed put on his property behind his existing storage shed; #2 Cheryl Tepley, Hair Fashions & Gifts: Install new steel roof and side wall to existing building, next to the Antique shop, and to also finish fascia. Carried
Committee Reports:
City Manager/Liquor Store – Matt and Wendell met with John Schelonka, Maintenance Superintendent, Morrison County Public Works. He informed them of the Morrison County’s road maintenance procedures. Council member Adamski will be looking with Matt and Wendell to determine the best solution for each road in the city and bring a recommendation to the council.
