December 20, 2017
Regular city council meeting was called to order at 7 p.m. by Mayor Noss. All council present, Deputy Mayor Charley Andres, Clerk Jerry Adamski, council members Rick Turner and Jim Chyba.
Council accepted the minutes of the regular council meeting on November 15 and special meeting December 13, 2017 as presented.
Motioned by Andres and seconded by Turner to approve the payment of the bills as presented. Carried

New Business:
Dave Reese, Widseth Smith Nolting & Assoc., Inc. was present to explain the Contractor’s Application for Payment No. 3 and the Change Order No. 3 for the 2017 Water System Improvement and to answer any questions or concerns that council members may have.
Motioned by Turner and seconded by Chyba to approve the Contractor’s Application for Payment No. 3 for the 2017 Water System Improvement in the amount of $159,663.03. Carried
Motioned by Turner and seconded by Andres to approve the Change Order No. 3 for the 2017 Water System Improvement, which is to relocate the electrical meter to the pole and trench in the electrical service at the water treatment plant at a cost of $5,603.00 and to supply additional crush rock needed to stabilize pipe and better bearing surface at the cost of $524.00, with a total increase of $6,127.00. Carried
The Minnesota Public Facilities Authority (PFA) will be finalizing the loan in January 2018 for the Randall Water System Project, which total cost is $1,376,270.00 the council will need to lock into an interest rate, which it is currently at 1%.
Motioned Andres and seconded by Turner to lock in the interest rate at 1% for a 20 year term for a total loan amount for $776,658, the PFA will be forgiving the remaining project cost of $599,612. Carried
The PFA also requires the city to adjust the water rates to insure that the loan payments can be made according to the terms. The following resolutions will need to approved; RESOLUTION NO. 12202017-02, 12202017-03 and 12202017-04.
Motioned by Turner and seconded by Chyba to approve RESOLUTION NO. 12202017-02, that will become effective January 1, 2018 increasing the water base fee to $20.00 for the first 1,000 gallons used per unit and $ 3.00 per additional 1,000 gallons used between 1,001 and 8,000 and $3.30 for all gallons thereafter. Carried
Motioned by Andres and seconded by Adamski to approve RESOLUTION NO. 12202017-03 that will become effective January 1, 2019 increasing the water base fee to $26.00 for the first 1,000 gallons used per unit and $ 3.00 per additional 1,000 gallons used between 1,001 and 8,000 and $3.30 for all gallons thereafter. Carried
Motioned by Adamski and seconded by Noss to approve RESOLUTION NO. 12202017-04 that will become effective January 1, 2020 to adjust if necessary an annual minimum water fund budget surplus of 5%. Carried
All Multi-Family dwellings will be billed ½ the water base fee per unit per month. Each base fee includes the first 1,000 gallons of water and all additional water will be billed at normal rates.
Motioned by Andres and seconded by Turner to set the 2018 Final tax levy at $155,000. Carried
Motioned Noss and seconded by Turner to renew the prosecution agreement between the City of Randall and Morrison County for a three year term ending December 30, 2020. Carried
Motioned by Turner and seconded by Adamski to approve 2018 Annual Budget as presented. Carried
Motioned by Adamski and seconded by Chyba to approve 2018 proposed wage draw changes as presented. Carried
Motioned by Andres and seconded by Adamski to approve 2018 pay scale as presented. Carried
Motioned by Andres and seconded by Adamski to approve New City Hall hours effective 1/1/2018, Monday to Friday 8:00 a.m. to 4:00 p.m. City Manager, Water/Wastewater Operator and Utility Supervisor will all work 37.5 hours per week and every third weekend, averaging out to 40 hours a week. Administrative Assistant will work the 37.5 hours per week. Carried
Motioned by Andres and seconded by Adamski to approve City Fee Schedule for 2018 as presented. Carried
Motioned by Chyba and seconded by Turner to approve RESOLUTION NO. 12202017-01 effective December 20, 2017 to designate Randall Community Building at 531 River Road as the official election poling location. Carried
Morrison County Animal Humane Society sent the City of Randall a contract in the amount of $834.00, allowing the city to bring unlimited lost or unwanted pets for care. Contract Failed, for lack of a motion.
Planning & Zoning permits: None at this Time
Committee Reports:
City Manager/Liquor Store – Matt: City received a Morrison county tourism grant of $959.06 for the promotion of the Fourth of July celebration. Matt received a call for a future cemetery burial and the family asked if the council would consider a non-vault burial. After discussion the council stated vaults are and will continue to be a requirement for all conventional burials.
Maintenance Supervisor Report – Patrick: Pat just completed transformer training at the MMUA School, from December 12 to December 15, 2017. The rental skid loader was also dropped off along with the city owned attachments. Pat and Mike are both using it with our recent snowfall.
Water and Sewer – Mike: Matt will start training with Mike at the Wastewater Treatment Plant on Friday December 22, 2017. Also Skoog and Robinson Sludge Haulers, Jim Skoog, is looking at selling his tanker in the future and the city will need to start looking for a sewer sludge hauler.
Police Department Report – Chief Strack: Chief Strack informed the council that he is having shoulder surgery on December 28th and will be out for a couple weeks, but can come back to light duty work. He also just got back from “Shop with a Hero” at the Wal-Mart Little Falls. This is a program that Wal-Mart sponsors and there were about 40 children that received a $100.00 each to shop with fire fighters, police officers and other community members to purchase gifts for the child’s family. He thinks there were about 10 Randall children present.

Mayor Noss – Is there a snow removal schedule for Mike and Pat when there is more than 2-3 inches a snow? Yes, there is snow removal procedure that is being used. This explains who does what, the priority areas, where and when to start and stop.
