Regular city council meeting was called to order at 7 p.m. with all present, Mayor Dan Noss, Deputy Mayor Charley Andres, council members Rick Turner, Jim Chyba present and Clerk Jerry Adamski present at 7:12pm.
Council accepted the minutes of the May 17, 2017 council meeting as presented.
Motioned by Turner and seconded by Andres to approve the payment of the bills as presented. Carried

Donations: The Initiative Foundation is requesting a donation for the 2018 Endowment Pledge of $750.00.
Motioned by Andres and seconded by Chyba to approve the 2018 Endowment Pledge of $750.00. Carried
Old Business: None at this time.
New Business:
City of Randall has been advised by the League of Minnesota Cities to get the city council approval to cover a rented dunk tank under the city insurance policy during the 4th of July celebration, on July 3, 2017 and July 4, 2017.
Motioned by Chyba and seconded by Turner to approve the city insurance policy covering a rented dunk tank during the 4th of July celebration, on July 3, 2017 and July 4, 2017.
The Randall Cushing Area Lions are requesting approval for a strong beer permit for the AugustFest at St James Catholic Church. They would also like to update the original request from a 3.2 beer permit to a strong beer permit for the Randall Cushing Area Lions for July 3rd Street Dance and Fireworks from 7pm to 12am.
Motioned by Andres and seconded by Turner to approve a strong beer permit for the Randall Cushing Area Lions for the AugustFest at St James Catholic Church.
Motioned by Andres and seconded by Turner to amend the original motion of the 3.2 beer permit to a strong beer permit for the Randall Cushing Area Lion for the July 3rd Street Dance and Fireworks from 7pm to 12am. Carried
Dave Reese and Mark Hallan with Widseth Smith Nolting & Assoc., Inc. were present to explain the next steps of bid posting for the water project. The water project specifications will be available at www.questcdn.com. The advertisement for bids will be in the Morrison County Record. There will be a pre-bid meeting set for July 7, 2017 at Randall City Hall. There will be a bid-opening meeting July 17, 2017 at Randall City Hall. The review of bids and possible approval will be at the regularly scheduled council meeting July 19, 2017. The final project completion date is May 18, 2018.
Motioned Turner and seconded by Adamski to approve bid posting process for the water project with help from Widseth Smith Nolting & Assoc., Inc. Carried
Matt presented council with the Minnesota Municipal Utilities Association Lineman Program and the detailed agreement between the City of Randall and Patrick Kalis. After reviewing the agreement, council discussed including the addition of a $25 a day food allowance.
Motioned by Turner and seconded by Andres to approve Minnesota Municipal Utilities Association Lineman Program with the additions made to the agreement as stated above. Carried
Planning & Zoning permits: There is one permit as follows as approved by the Planning and Zoning committee:
John Olhoft at 139 E 6th Street, replacing shingles on house and garage with steel.
Motioned by Chyba and seconded by Turner to approve the one permit as approved by the Planning and Zoning committee. Carried
Committee Reports:
City Manager/Liquor Store: Matt has informed the council that the bottle cooler in the on-sale will need to replaced soon. A new cooler was in the budget for this year for $3,000.00. He is looking at getting an estimate from Britz Store Equipment. Matt explained a that there are a few new property construction projects that will be starting late summer early fall which will need electric, natural gas and water utilities.
Maintenance Supervisor Report – (Wendell) Patrick: The tractor is back. However there are still problems in the transmission. The tractor is covered under warranty until 2021. Matt is going to have Mike and Pat keep a daily log of the tractor’s performance and take necessary steps.
Water and Sewer – Mike: Matt explained to council that to prepare for the water project, city staff will be making sure the water tower is kept as full as possible during the duration of the water project.
Police Department Report – Chuck: Matt informed council that just today city staff found vandalism to city property and Chief Strack is aware of the situation.
Council Member’s concerns:

Jerry A. – What is the cost of the city cemetery plot? The cost is $75 per plot for residents of Randall, $125 for non-residents. He wants city staff to review and bring recommendations to the July meeting.
Mayor Noss – acknowledge the front page article of the Randall City Employee participated in the National Joint Powers Alliance mentorship program.
