January 17, 2018
Regular city council meeting was called to order at 7 p.m. by Mayor Dan Noss, with Clerk Jerry Adamski, council members Rick Turner and Jim Chyba present. Not present Deputy Mayor Charley Andres.
Council accepted the minutes of the December 20, 2017 as presented.
Motioned by Turner and seconded by Chyba to approve the payment of the bills as presented. Carried

Donations: Motioned by Turner and seconded by Chyba to approve annual donation to Community Services for $4,100.00. Carried
Old Business: None at this time.
New Business:
The PFA loan documents are being prepared the next step in the loan process is for the council to approve Resolution 11718-01.
Motioned by Turner and seconded Chyba to approve Resolution 11718-01 authorizing the issuance and sale of a $776,658 General Obligation Revenue Note, Series 2018A, and providing for its payment. Carried
Motioned by Chyba and seconded Turner to approve the Contractor’s Application for Payment No. 4 in amount of $115,505.42 for services through January 12, 2018 of Randall Water System. Carried
Motioned by Adamski and seconded by Turner to approve the renewal of Auditor’s Agreement with Schlenner Wenner & Co. for calendar years 2017, 2018 and 2019. Carried
Motioned by Turner and seconded by Adamski to approve the 2018 Committee Assignments with corrections made. Carried
Motioned by Adamski and seconded by Turner to approve not waiving the monetary limits on tort liability recognized by Minnesota Statutes 466.04 for 2018. Carried
Matt wanted to make council aware that all but one property owner on Pine View Drive has paid to have their property surveyed and recorded. In order to proceed with recording the survey results of the property and the city easement the remaining property owner will need to pay their balance of $424.05, however the property owner does not have the funds for this. The City will pay the remaining balance in order to move forward with a property recording. Larson Abstract drafted a promissory note for the property owner to pay City of Randall in the amount of $424.05 by November 15th 2108, if not paid it will be added to his 2019 property taxes.
Planning & Zoning permits: None at this Time
The committee made Matt Pantzke a voting member and they also had election of officers 2018. Jeff Wright move into President, Mike Drew to become Vice President, and Rick Turner to remain Secretary for 2018.
Committee Reports:
City Manager/Liquor Store – Matt: The John Deere skid loader with attachments from Midwest Machinery arrived this week and the sales representative will be here Friday to train Matt, Mike and Pat on the features. Strack’s Tree Service completed tree trimming in Bingo Park and the Morrison County Sentence-To-Serve Program came and started the clean-up. There is still more to clean-up they will continue, weather permitting. The Liquor Store will need to purchase more replacement bar stools. The two furnaces in the utility closet will need to be replaced with a single new unit as they are outdated and no longer repairable. The two furnaces heat and cool the bathrooms and pull tab area, the rooftop unit takes care of the rest of the bar area.
Maintenance Supervisor Report – Patrick: Pat has been keeping busy with the Bingo Park clean-up and plowing. He will be having his On-Site Lineman training at the end January and Meter school coming up in February.
Water and Sewer – Mike: Mike has been helping Pat with the snow removal and the helping at the Water Treatment site. We had a water main break on MN Ave. near St. James Parish; the break was a result of ageing infrastructure. This pipe was installed in 1968; its life expectancy is 50-70 years. It is the third break of this type we have had in the last three years.
Police Department Report – Chief Strack: Nothing at this time.

Jerry – Just wanted to inform the council he completed his course for the Board of Equalization.
