January 20, 2016

Meeting was called to order at 7:00 p.m. with all members present except Andres. Also present were Donna Lundgren and Mike Drew of the 4th of July Committee and resident Howard Kazeck.

The minutes of the special meeting December 16, 2015 and regular council December 16, 2015 were approved as presented.

Motioned by Adamski and seconded by Turner to approve the payment of the bills as presented. Carried

 

Guests: Donna Lundgren and Mike Drew of the 4th of July Committee, present to discuss the 4th of July celebration for 2016 and to ask the City for the annual donation for the event.

Motioned by Noss and seconded by Riitters to approve annual donation of $4,500.00 for 4th of July celebration.

Donna explained to the council the current pyro-technician the committee uses has just recently passed away from cancer. They are either having a street dance and fireworks the night of July 2nd with the parade on July 3rd or street dance and fireworks the night July 3rd and parade on the 4th. They will keep the city up to date with the progress.

Resident Howard Kazeck of Randall was present to voice his concerns about the salary increase for city staff received for 2016. Howard wanted to know why the police chief raise was a higher percentage than the rest of staff. Council member Turner explained that the salary range for the Police Department was adjusted to be comparable to the surrounding cities. Mayor Riitters added that in October 2015 the council agreed to review all the city staff wages in the beginning of 2016 and adjust the wage ranges accordingly.

New Business: Motioned by Adamski and seconded by Turner to approve February 2016 as National Teen Dating Violence Prevention and Awareness month by the City of Randall. Carried

Motioned by Turner and seconded by Noss to approve 2016 Appointments as presented. Carried

Local Board of Appeals will be set for Friday April 15, 2016 at 10 am fire hall meeting room. Three (3) council members will need to be present for this.

After the accident that occurred on December 18, 2015, in which the Randall squad car was heavily damaged, the city will receive $10,897.71 to repair the car. Since the car is only valued at approximately $5,000.00, the council discussed applying the money towards the purchase of a new squad car. After reviewing four state bids, city council decided that the Ford Police Interceptor 4 Door SUV was the best option.

Motioned by Turner and seconded by Adamski to purchase Ford Police Interceptor 4 Door SUV. Final purchase price will be determined after equipping the vehicle to suit the city’s needs. Carried

Motioned by Adamski and seconded by Riitters to approve the City of Randall enters the Agreement Establishing Regional Safety Group as by Minnesota Statues, Section 471.59. Carried

Committee Reports:

City Manager/Liquor Store – There is a water leak on E 4th Street, city staff will monitor the leak and repair in the spring or sooner if need be.

Council Member’s concerns:

Rick – None at this time                                                              Charley – Not present

Dan – wanted to inform the council the fire department overhead doors will need to be replaced and is looking into the amount the city would need to contribute.

Jerry – wanted to thank Howard for coming to council and expressing his concerns and encourage other residents to bring their concerns to the council.
