Regular city council meeting was called to order at 7 p.m. with all present, Mayor Dan Noss, Clerk Jerry Adamski, Deputy Mayor Charley Andres, council members Rick Turner and Jim Chyba present.

 

Council accepted the minutes of the council meeting March 15, 2017 as presented.

 

Motioned by Andres and seconded by Adamski to approve the payment of the bills as presented. Carried

 

Guest(s): Camp Ripley, Major Steve Hall, present to give the Annual Training Events and Schedule for 2017.

Donations: Mayor Noss informed the council members about Morrison Co. Community Development. This program has help local businesses in the past to get the support, financial, real estate and much more to start and support businesses. Mayor Noss had found that City of Randall has not donated to this program. Morrison Co. Community Development has helped Gosch’s Grocery, CHI Randall Lakes Area Clinic, and recently, The Old Creamery Quilt Shop with the addition of their Woolen Mill, where they will be making their custom yarn. Morrison Co. Community Development has requested the City of Randall make a donation.

Motioned by Andres and seconded Turner to approve a donation request to Morrison Co. Community Development of $500. Carried

Old Business:

Reminder: Board of Equalization April 21, 2017 10 a.m. at the Randall Fire Meeting Room, with Mayor Dan Noss, Clerk Jerry Adamski and Deputy Mayor Charley Andres present.

Matt wanted to just give an update of the water project will be. At this point the City of Randall will need to get on the 2018 IUP list and complete applications for grant eligibility because the grant approval process for 2017 will not be looked at or voted on until May 2017. It is in the City’s best interest to proceed with the water project and Widseth Smith Nolting & Assoc., Inc. will complete all of these requirements as part of the original agreement.

New Business:

Matt has been in contact with Kinect Energy Group, formerly US Energy Services, our natural gas utility supplier. We can lock in an additional 47% at $3.65 for the 2017-2018 winter season and at 80% for the 2018-2019 winter season for $3.17.

Motioned by Turner and seconded by Andres to purchase an additional 47% of the natural gas with Kinect Energy Group, formerly US Energy Services at $3.65 for the 2017-2018 winter season and at 80% for the 2018-2019 winter season for $3.17. Carried

Kinect Energy Group, formerly US Energy Services, our natural gas broker. Their fee has been $500 a month since 2010. They are requesting an increase to $550 and an addition increase of 4% every year following for a 3-year period.

Motioned by Turner and seconded by Chyba to renew the 3-year service contract with Kinect Energy Group, formerly US Energy Services, as our natural gas broker, including the management fee increase to $550 and an addition increase of 4% every year following for a 3-year period. Carried

MMUA has a program that will help Patrick to become a licensed Journeyman. This is program that once complete, Patrick will be able to maintain the daily operations of the city’s electrical system. This will be a 4 year web-based with the MMUA instructor that will come here monthly to complete the hands on requirements. Matt will have more detail at the May meeting.

Reminder the Randall City Clean-up Day is Saturday May 13, 2017 from 8 a.m. to 10 a.m. and handouts with be going out with the April utility billing.

Matt wanted to inform the council members of miscellaneous items he has come across as city staff and he have been cleaning up various storage areas. He suggested these items be put up for public auction. Council members agreed to move forward with the auction.

April 13, 2017 council members Turner and Chyba met with Matt to discuss Sunday Liquor. The decision from the discussion was to have the Randall Liquor Store On-Sale Closed on Sundays and the Off-Sale to be open 11 a.m. to 4 p.m. on Sundays effective July 1, 2017 and keep it open through November 2017. At that point in time, the council can determine if the profitability is worth it and decide to keep the Off-Sale open for future Sundays or not.

Planning & Zoning permits: There are two permits as follows as approved by the Planning and Zoning committee:

  1. Cathy Adamek, to build a 10’ x 15’ wood frame plastic covered green house.

  2. Donalee Butler to replace an existing fence line with a new dog eared wood fence 6’ tall.

Motioned by Adamski and seconded by Chyba to approve the 2 permits as approved by the Planning and Zoning committee. Carried

Committee Reports:  

City Manager/Liquor Store: Matt will contact All Things Asphalt to get an estimate on crack filling 4th Street and Superior Avenue. Also Chris Burgardt, had come to get permission to drive his Ice Cream Truck through Randall.

Maintenance Supervisor Report – Wendell: Patrick has been doing really good training.

Water and Sewer – Mike: Gave a tour of the treatment plant to the council before meeting tonight.

Police Department Report – Chuck: The Minnesota POST Board audit was completed just this last month and there are required revisions. Chief Strack has made the revisions and now has to be approved.

Motioned by Chyba and seconded by Andres to approve the required revisions mandated by the POST Board of Minnesota. Carried

Council Member’s concerns:

Charley – What is the status of the unlicensed cars in the city limits? Chief Strack will have to talk to Officer Tavares to get a full update.

Jerry A. – Nothing at this time                                                                                Rick – Nothing at this time

Dan – wanted to give an update of the Fire Department new firetruck. He wanted to know if another council member could attend July 11th Joint Fire Advisory Meeting starting at 8 p.m. Andres would check his calendar first but thought he would be able to.

Jim – What and when is the 4th of July committee planning for this year? Matt spoke with a member and they are working to co-ordinate a meeting in the near future.
