Truth in Taxation Meeting – was called to order at 6:30 p.m. with all members present.

No residents or other public present.

The preliminary tax levy for 2017 was set to increase from $155,000 to $162,750 at the September 21, 2016 council meeting.

Meeting suspended at 6:35 p.m.

Reopened meeting at 6:55p.m. No one was present with any concerns. Meeting adjourned at 6:59 p.m.

Regular Meeting:

Regular city council meeting was called to order at 7 p.m. with all council members present.

Council accepted the minutes of the council meeting November 16, 2016, Special Meetings December 8, 2016 and December 14, 2016 as presented.

Motioned by Adamski and seconded by Noss to approve the payment of the bills as presented. Carried

Public Comment & Concern: None at this time.

Donations: None at this time.

Old Business: Matt had the Chicken Ordinance revised with the city attorney, Peter Vogel. All council reviewed the ordinance.

Motioned by Noss and seconded by Riitters to approve Chicken Ordinance for the City of Randall as presented. 4 votes Yes, Andres, Riitters, Noss, and Turner. Abstained from voting Adamski.

New Business: The budget committee met December 8th and reviewed the budget for 2017. Motioned by Andres and seconded by Turner to approve 2017 annual budget. Carried

Special meeting for tax levy at ended at 7:00 p.m. no one present. Motioned by Andres and seconded by Noss to not increase 2017 Tax Levy. Carried

Motioned by Turner and seconded by Andres to approve 2017 the Salary/Step Program as presented. Carried

Motioned by Andres and seconded Noss to approve 2017 renewal of the prosecution agreement with Morrison County. Carried

Motioned by Turner and seconded by Noss to increase the Electric Base Rate $1.00 to cover the CIP program effective 1/1/2017. Carried

December 14, 2016 the council and city manager interviewed 5 of the 14 applicants for the city position. The council met after the interviews and decided to offer the position to Patrick Kalis starting at Step 2 with an increase to Step 3 after Wendell retires and with annual step increases on his anniversary date until reaching Step 10.

Motioned by Noss and seconded by Turner to approve hiring Patrick Kalis for City Maintenance Position. Carried

Planning & Zoning permits: Council members are not going to approve the following permit as approved below by the Planning & Zoning Committee until pending stipulations are complete, Tim and Ruth Loberg, Move in 20x30 frame structure building and put on basement. The following are the pending stipulations:

  1. Move or Remove the new house by March 1, 2017

  2. Construction must start June 1, 2017 and completed by August 31, 2017

  3. Old house must be removed by March 1, 2018.

Committee Reports:

City Manager/Liquor Store the Randall Liquor Store replaced the recorder and will be getting new credit card machines for the off sale.

Water and Sewer – Mike: The city did receive a grant for the test well and the test well will be drilled within the next couple weeks.

Maintenance Supervisor Report – Wendell: been busy plowing and removing snow.

Police Department Report – Chief Strack: wanted to thank the city council again for hiring part-time Police Officer Mitchell Tavares. He has already heard a huge positive response for the addition police presence.

Dan – wanted to thank Mayor Riitters for informing him of the mayors meeting.

Jerry – received a request to contribute to the Morrison County Humane Society. This was discussed and declined.
